Duties

This position provides for an Assistant Branch Chief and may be assigned to either the Data Capture Branch or the Survey Processing Branch at the U.S. Census Bureau's National Processing Center (NPC) located in Jeffersonville, Indiana.  This position is not included in the bargaining unit.

This job opportunity announcement may be used to fill additional vacancies.

The following duties are at the full performance level.  If selected at the grade 12, the assigned duties will be developmental.  The individual selected for this position will:

  • Perform the full range of supervisory duties for branch operations, managing a workforce which ranges from 200 to 900 employees during major census periods;
  • Be responsible for planning, directing, and coordinating statistical check-in, scanning and data collection responsibilities as they relate to current programs and/or major censuses such as Ag/Econ and Decennial;
  • Participate with Branch Chief in developing strategies to accomplish the work;
  • Independently plan, direct, and carry out assigned programs, and interpret statistical, operational, and administrative policy/regulations;
  • Plan and initiate requests to obtain facilities, staff, equipment and other resources necessary to provide production and quality results consistent with objectives;
  • Participate in planning and establishing methodology for check in, scanning and ADP census processing operations and related activities;
  • Plan and develop preliminary budget forecasts and justifications for branch programs;
  • Participates in and/or directs extensive studies and analyses of statistical data collection processes as they relate to survey operations;
  • Be responsible satisfactory labor relations and effective personnel management, including such functions as awards, discipline, counseling, motivation and performance counseling and evaluation, etc.

Tour of Duty: Monday through Friday, hours between 6:00 a.m. and 6:00 p.m.  Alternate Work Schedule is available.  Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off.  Various flexible work schedules are available.

This is a supervisory position.  You must have demonstrated in your work experience or training that you possess or have the potential to develop the qualities of successful supervision.  You may be required to serve a supervisory/managerial probationary period.

Candidates must clear the fingerprint process and initiate the required background investigation prior to final selection.

A one year trial period will be required.

You must meet all qualification requirements by the closing date of this announcement.

Qualifications

Specialized Experience:

Grade 12: You qualify at the grade 12 level if you posses one year of specialized experience that equips you with the skills needed to perform the job duties. This experience must have been equivalent to at the grade 11 level to meet the qualification requirements in the Federal Service.  Specialized experience is defined as overseeing the overall planning, direction, and execution of goals/objectives for an organization or several program segments while maintaining acceptable production goals, and meeting project deadlines.

Grade 13: You qualify at the grade 13 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties.  This experience must have been equivalent to at least the grade 12 level to meet the qualification requirements in the Federal Service.  Specialized experience is defined as experience in the management, administration, planning and implementation of resources including budget, staff, equipment, and supplies; and advising and making recommendations pertaining to management and fiscal aspects of overall planning as well as organizational alignment, methodology, procedures, and processes while maintaining acceptable production goals and meeting project deadlines.

Education cannot be substituted for experience at this grade level.

Note to current NPC employees: If you are a current NPC employee and are selected from this announcement, this selection will change your type of appointment to a Term Appointment.  At the end of this Term Appointment, your employment with NPC will end.  You will be required to re-compete for any permanent positions. In some cases, you may be eligible for reinstatement.  Applying for Reinstatement may allow former federal employees to reenter the Federal competitive service workforce without competing with the general public.

Education

Basic Requirements:

  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

You will be evaluated for this job based on how well you meet the qualifications above.

  4. Skill in improving survey processing systems in terms of operations, procedural efficiencies, data collection and processing requirements, program objectives, innovation, and problem solving.
