Duties

This job opportunity is for an Information Technology Specialist (Systems Administration) position in the Systems Administration Section, Information Technology Support Branch at the National Processing Center (NPC), U.S. Bureau of the Census located in Jeffersonville, Indiana. This position is included in the bargaining unit.

These duties are at the full performance level. If selected below the full performance level, duties will be performed in a developmental capacity. The individual selected for this position will:

  • Conduct feasibility studies and recommend courses of action.
  • Review requirements of projects to determine objectives of the program, concepts, nature of the unprocessed data, and processes required in support of the effort.
  • Integrate technology based on evolving business needs and governance mandates.
  • Document all system solutions, architecture, and technologies.
  • Perform a wide range of system and/or network administration functions.
  • Consult with users on a broad range of difficult programming and data processing problems to determine optimum solutions.

Tour of Duty:  Monday – Friday, 7:00 a.m. to 3:30 p.m., Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. (Various flexible work schedules are available.)

Qualifications

You qualify at the Grade 11 if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 9 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as performing systems administration support, including maintenance of systems such as Windows, Unix, and Enterprise Administrative technologies; addressing, investigating, and resolving workstation security issues; performing installation and configuration of complex software; and imaging, installing, and deploying workstations and servers.

You qualify at the Grade 12 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 11 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as working with advanced system tools and technologies (such as PowerShell, VM Ware, Security hardening), providing COTS product support (such as Office, Adobe, Visual Basic, etc), working with Microsoft Technologies (such as Active Directory, Group Policy, etc) in a high volume production environment, applying IT security principles and policies, and providing database support.

Education Substitution for grade 11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Education may not be substituted for experience at the grade 12.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
