WHAT DOES A TAX EXAMINING CLERK DO? As a Tax Examining Clerk you will be responsible for a wide range of technical support duties concerning the securing and/or processing of tax returns and other information. Your work will involve a variety of automated systems to conduct research, initiate documents for corrective actions, request and process tax returns, and prepare reports

As a Tax Examining Clerk you will:

  • Examine and screen mail for documents of necessity to ensure closure of case. Ensure information on documents received from taxpayers are accurate, perform research and analysis that is adequate
  • Verify paper documents match information in inventory control system such as TRAC and or RCCMS. Receive hard copy documents and input into the inventory control system such as TRAC and or RCCMS
  • Elevate concerns/issues to management when documents are omitted. Prepare and send contact letter and request for missing information if needed.
  • Prepare cases to go to further review if needed information is not received from the taxpayer. Follow up with calls when requested information is not received
  • Conduct research using the appropriate systems such as TRAC, RCCMS, EDS, IDRS, and or SEIN. Verify information/forms sent in from taxpayers to ensure it is correct and then input information into the inventory control system.
  • Grant extensions of due dates for documents when necessary, review inventory control system for updates such as TRAC and or RCCMS. Ensure all closing information is input into the inventory control system.
  • Communicate and work with managers, lead, clerk and tax examiners within group. Communicate with authorized representatives from missing information.
  • Conduct and pull appropriate research using TRAC, RCCMS, EDS, IDRS and or SEIN. Use the appropriate systems such as IDRS, EDS, LEXIS NEXUS,  and or ACCURINT to look up taxpayer information.
  • Ensure the money amount is accurate and matches IDRS, SEIN and or LINUS. Follow procedures to ensure all necessary actions are taken before cases are closed out. Make sure research on IDRS is correct on returns and or sub modules
  • Read and interpret Tax Examiner Internal Revenue Manual. Once all information is received, forward case to appropriate individual/s
  • Present at CPE for managers and peers, and conduct informal training to peers. Participate in roundtable discussions and meetings. Write CPE training presentation or contribute to it
  • Participate in monthly group meetings and share information with groups, and discuss workflow. Share information with others on team to help minimize errors.
  • Use Skype, Outlook, Power Point, Accurint, IDRS, RCCMS, IRM, Lexus Nexus, Word, Excel, TRAC, EDS, TEDS
  • Independently manage workload unless manager has something else as a priority. Independently sort cases by priority files to manage workload and inventory.
  • Use Outlook to prioritize and manage workload (mark urgent items and tag pending items) Use inventory control system to manage open cases and track inventory. Use follow up folder to follow-up with others while managing workload
  • Write closing action in the inventory control system such as TRAC and or RCCMS. Monitor and control cases in their inventory.

Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-05 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: demonstrating knowledge of tax rules, regulations, procedures collection techniques and enforcement actions to identify issues, make appropriate adjustments to accounts, and advise the taxpayer of options available for meeting tax obligations; Knowledge of available on-line systems, research materials, technology, and tools. OR You may substitute education for specialized experience as follows: a Bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university. OR You may qualify by a combination of education and experience. Options for qualifying based on a combination will be identified in the online questions. 

GS-06 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the federal service. Specialized experience for this position includes: demonstrating knowledge of a wide range of tax regulations and rulings pertinent to tax returns in order to identify taxpayer issues and determine appropriate resolution; Knowledge of the provisions of the Privacy Act and disclosure, statute of limitations, the IRM, enforcement actions, and other documents to make appropriate adjustments to accounts, and advise the taxpayer of options available for meeting tax obligations. In addition, you must possess knowledge and skill using online systems, research materials, technology, and other tools to resolve case building issues.

GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-6 grade level in the federal service. Specialized experience for this position includes: demonstrating knowledge of an extensive range of tax regulations and rulings pertinent to tax returns, in order to independently identify and resolve taxpayer issues and determine appropriate resolution; Knowledge of IRMs, and procedures concerning returns/documents, penalty and interest computations, correcting tax accounts and advising taxpayers' of options and consequences regarding tax liability and knowledge of the provisions of the Privacy Act and disclosure procedures. In addition, you must possess knowledge and skill using online systems, research materials, technology, and other tools to resolve case building issues.

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
