Duties

Help
  • Serve as principal advisor to senior management on all phases of the administrative management of the Institute/Center (IC); and oversees the implementation of a variety of management services essential to the direction and operation of the IC.
  • Provide guidance and oversight for the procurement, acquisition program, and property management policy and operational management.
  • Oversee the information technology function and directs the development, implementation and maintenance of these systems.
  • Oversee monitoring the budget process to ensure the timely, appropriate, and efficient expenditure of funds against annual allotment; anticipate changes in funding levels; prepare proposals; and justify current and increased expenditures.
  • Serve as principal advisor on all human resource management activities and ensures compliance with all applicable regulatory requirements.
  • Oversee all administrative management matters associated with programs and operations, with responsibility for the analysis of organizational priorities and the development and implementation of administrative policies and procedures.
  • Participate in and oversee the planning sessions related to the following: space, telecommunications, travel, and/or timekeeping and leave.

Qualifications

In order to qualify for an Administrative Officer (Executive Officer), GS-341-15, you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Managing or directing major components of programs that perform professional, technical or administrative work; providing strategic and business advice to senior level officials on a wide range of complex policy or program matters involving significant or controversial issues; and developing and implementing administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives. Program areas include financial management, management analysis, human resources management, information technology and support, acquisitions management, ethics, and/or general administrative support such as space management, internal controls, travel services, and/or property accountability.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
