Duties

Help

The Deputy Assistant Secretary for Science and Medicine performs the following duties:

  • Provides clinical insight into a full range of programmatic activities related to health services research, evaluation and related disciplines, research methodologies, data development and analysis, and research endeavors on quality measurement, improvement, and patient safety.
  • Stimulates research related to quality issues through the planning, development, and execution of new grants/contracts which focus on the prevention, as well as the other aspects of health care quality, services and systems.
  • Acts on behalf of the ASH in the development, implementation and coordination of activities designed to identify and address emerging public health and science issues and specific medical topics. Provides supervisory leadership and direction to a subordinate staff of scientists and public health advisors and analysts.
  • Identifies, designs, and implements intramural research projects for OASH and DHHS as it relates to quality improvement and patient safety. Plans, designs, and develops databases and methodological survey instruments and methods to measure the quality of health care.
  • Reviews pertinent literature and attends professional meetings and conferences to keep abreast of new developments in scientific and medical aspects of the measurement and improvement of health care quality. Prepares position papers, reports, and oral presentations that summarize significant developments in his/her areas of expertise.
  • Represents the Assistant Secretary for Health and other OASH leaders in senior staff discussions, meetings, and task forces with representatives of national organizations from whom advice and information are sought as appropriate.

Qualifications

At the GS-15:

To qualify for the GS-15, you must have at least one full year of specialized experience comparable to GS-14 level in the Federal service that includes: planning and implementing research projects designed to measure and improve the quality of health care and patient safety; using quantitative and qualitative methods to evaluate research program effectiveness; and using grants, contracts, agreements or other mechanisms to stimulate medical research activities.

And

Must possess a Doctor of Medicine or Doctor of Osteopathy degree from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country). A copy of the degree, diploma or transcripts is required by the closing date of the announcement.

Must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A copy of the license is required by the closing date of the announcement
