Duties

  • As a Scientific Ombudsman Fellow you will provide the NIH community with confidential and informal assistance in resolving work-related conflicts, disputes and grievances at the NIH which include some of the following responsibilities:
  • Work with investigators, scientific staff, and fellows and administrative staff to resolve disputes.
  • Facilitate effective resolution and prevention of complex and often high level scientific and workplace conflicts through inquiry, coaching and facilitated conversations.
  • Collaborate with scientific staff in the Institutes and Centers to determine the merits of scientific disputes.
  • Identify and communicate issues to ombudsman colleagues in order to address risk, resolve conflict at a systemic level, and promote a more equitable and just organization.

Qualifications

You qualify at the GS-11 level, if you meet the following qualification requirements:

BASIC REQUIREMENT

Successful completion of a full 4 year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.

In addition, you must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-9 level in the Federal Government obtained in either the private or public sector, performing the following types of task: resolving scientific disputes involving scientific ethics, authorship, intellectual property, and/or team science; analyzing research findings and reviewing science programs to make recommendations regarding scientific disputes; clarifying regulatory or compliance questions and articulating legal aspects of research activities; collaborating with other scientists to determine the merit of scientific disputes.
OR completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or have a Ph.D. or equivalent doctoral degree in a related field; OR have a combination of graduate education and experience that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
