The Supervisory Nurse Consultant (Senior Clinical Manager) works under the direct supervision of the Chief, Health Services Office (HSO). Incumbent receives broad policy guidance from the Chief, HSO and in turn provides timely updates on matters of importance to the Chief, HSO. Performs a variety of complex duties to review and analyze medical data, performs patient management duties and plans and/or collaborates on patient care to ensure continuity of patient care within HSO. The work requires an extensive knowledge of procedural requirements, collaboration and assurance of impeccable patient care. Incumbent is evaluated largely in terms of work accomplished, especially where uniquely different or sensitive projects are involved. Completed work is reviewed and evaluated in terms of effectiveness in goal achievement and soundness of overall approach, conformance with controlling management policies, thoroughness, timeliness, and quality of results. May serve as Acting Head of the Health Services Office in the absence of the Chief, HSO.

Assesses program effectiveness or the improvement of complex clinical program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of major HSO programs. Provides advice and guidance on occupational health programs. Serves a key role in formulating policies and management guidelines and in developing and implementing strategies, best practices and standards for the agency's occupational health program. Provides high-level programmatic and technical analysis and counsel to the Medical Officer and provides advice and guidance to Library managers, including Human Resources Services managers, and other key officials on matters relating to occupational health.
Supervises a group of employees performing work at the GS-13 level and below. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff, which is clearly communicated through the formal employee performance management system. Observes workers' performance and conducts performance critiques. Develops work improvement plans, recommending personnel actions as necessary. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of health and safety regulations. Directs the development and implementation of broad training and education programs. Oversees the design, planning and conduct of training for medical staff and general health promotion of Library staff. Provides instructional resources that promote the implementation of outreach programs.
Functions independently as a certified nurse practitioner for a patient population under the general supervision of senior medical staff. Oversees and performs employee patient management care. Oversees and participates in an occupational health clinical program that provides walk-in care and allergy-related services. Oversees HSO's Wellness Program to ensure health promotion is being effectively covered which includes health screens/assessments and immunizations, and wellness center oversight.

BASIC REQUIREMENTS
Education - A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.
Licensure - For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to the mandatory license and education described above under Basic Requirements, applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.
