Help

The incumbent will be responsible for disseminating information policies and programs in support of Agency goals to a variety of public and internal audiences. The Web Content Manager explores ways to most effectively and efficiently disseminate information through Web-enhanced communication tools and technology including, but not limited to, the Internet, websites, email distribution services, and new media channels such as social networks, blogs, collaborative Web tools and applications.

  • Manages FSIS’ Web presence, which currently includes the Agency’s websites (internal and external ), apps, and other digital communication efforts.  Plans, produces, and edits content for the FSIS’ various Web pages and apps.  Plans, coordinates, and evaluates Web coverage, including short-range and long-range plans.  Maintains and enforces the Agency’s Web and digital Standard Operating Procedures; including coverage, best practices, policies, and procedures.  Serves as project lead on external applications.
  • Utilizes knowledge of, and experience in, managing a Web site, including accessibility, usability, information architecture, Web site redesigns, quality control (QC), quality assurance (QA), testing, basic HTML, and content management to ensure a comprehensive digital presence.
  • Plans, coordinates, and implements long-term and short-term Web and digital plans and strategies.  Manages day-to-day site maintenance and Web content.  Develops, executes, and measures the effectiveness of Web and digital strategies for key communication events.  Provides reports with analysis of Web and digital strategies, as well as technical reports including metrics, trend analysis, and recommendations for future efforts.
  • Consults with customers on larger Web projects to collect information and requirements.  Provides customers with updates, previews, and overall strategy, as needed.  Gives presentations and trains program staff on writing Web content; using digital communications tools; and software, Web, and digital best practices, rules, and regulations.
  • Participates with the WDCS Director in the overall formulation and management of current information from internal and external sources to include Web content, social media content, reports, one-pagers, and other materials that effectively communicate Agency goals to a variety of internal and external audiences.
  • Participates in strategic planning to improve the Agency’s Web pages and digital communication efforts.  Recommends and develops specific communication programs, tools, and techniques designed to meet the needs of the Agency and intended national audience. 
  • Stay up-to-date on Web and digital communications best practices, industry standards, Federal and Departmental standards, policies and procedures.
  • Other duties as needed and/or assigned.

Qualifications

Applicants must meet the qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified below. 

For the GS- 12  level: 

Intermediate level knowledge and skills managing websites and other digital tools and platforms. Professional knowledge of Web best practices and industry standard. Ability to communicate with technical people and translate projects, issues and ideas to nontechnical audience. 

A majority of the following should be well documented in your resume:

  • Knowledge of, and experience in, managing a website, including accessibility, usability, information architecture, website redesigns, quality control (QC), quality assurance (QA), testing, basic HTML and content management.
  • Experience in developing criteria, methods, and techniques for reviewing and evaluating the effectiveness of Web and technical policies, procedures and operations in accomplishing long and short-range objectives.
  • Excellent written and oral communication skills.  Ability to understand technical and scientific information and to work with technically oriented officials, conveying to them the needs of the general public and stakeholders.
  • Skill in modifying or developing new communication methods and objectives, and ability to summarize technical information succinctly in a style that is understandable to the general public. 
  • Experience with in analyzing and evaluating input from stakeholders that have differing viewpoints; determining the effectiveness of information systems, policies and procedures; and developing recommendations to improve internal operations or modify communication goals and objectives.
  • Excellent customer service skills, especially in establishing and maintaining effective working relationships with various stakeholders, including employees and external groups. 
  • Content Management/Web Content Management Systems
    • Preference for Drupal, Stellant, IBM’s Web Content Manager or Websphere Application Server (WAS)
  • Digital Communications
    • Granicus/GovDelivery or similar email subscription services
