Duties

Help

Responsible for implementing, conducting, auditing, and directing work activities required to achieve AOV goals.

In particular, the incumbent:

  • Applies experience and knowledge of air traffic control procedures and operations.
  • Monitors all phases of air traffic operations and recommends changes to improve system safety.
  • Develops criteria within approved guidelines to identify local and system trends and hazards.
  • Applies knowledge of Federal Aviation Administration (FAA) programs, strategic priorities, and regulations.
  • Maintains an in-depth knowledge of current AOV/ATO functional responsibilities pertaining to air traffic operations, requirements, and regulatory programs and activities.
  • Directs or participates in activities designed to determine compliance with air traffic operations, regulations, and requirements.
  • Collaborates with AOV counterparts, AVS colleagues, the Air Traffic Organization (ATO), and external entities.
  • Evaluates data and demonstrates skills in analysis, development of trends, and data correlation.

Employee works independently with work being rarely reviewed, typically though status reports and at project completion to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Plans, leads, conducts or participates in surveillance activities to measure and determine compliance with established FAA orders, rules, procedures, and policies while promoting continued operational safety.

Qualifications

All applicants must demonstrate one year (52 weeks) specialized experience equivalent to the next lower pay band or the grade level (FV-J or FG/GS-14) in the Federal Government or non-Federal equivalent. Specialized experience is defined as experience that which is directly related to the line of work of the position to be filled and which has equipped that applicant with the particular knowledge, skills, and abilities to perform the duties of the position.

QUALITY RANKING FACTOR(S): (List each item) A QRF is a KSA or competency that could be expected to significantly enhance performance in a position, but unlike a Selective Placement Factor, is not essential for satisfactory performance.

Qualified applicants must also demonstrate experience in a civilian air traffic facility that provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made. All qualifications must be met by the closing date of the vacancy announcements. Applicants must include examples of their specialized experience in their work history.

  4. This Level 1 (Low Risk) position requires favorable adjudication of a National Agency Check and Inquiries (NACI) background investigation prior to appointment.
  5. Permanent Change of Station (PCS): IAW FAA Travel Policy, fixed rate PCS is authorized. Current Federal government employees (transferees without a break in service) are eligible for a fixed rate PCS up to $27K. All other selectee(s) are eligible for a fixed rate PCS up to $10K.
  6. This position is NOT covered by PL 92-267 for early retirement purposes, and is therefore, not eligible for "good time" credit. Position is also ineligible for true overtime and save pay.
  7. Some, all or none of the referred candidates may be interviewed.
  8. Positions are open in Atlanta, GA with a locality of 20.70%, Fort Worth, TX with a locality of 22.61% and Renton, WA with a locality of 24.24%.


This is a bargaining unit position.
