This position is part of the Audio Video Lab, National Archives and Records Administration College Park, MD. As a Audio Video Preservation Specialist, you will perform duties associated with digitizing analog/digital obsolete and deteriorated original legacy and modern archival audio and video records, managing digital surrogates and derivatives, maintains digital masters, derivatives, and metadata, and creating file inventories with integrity checks, creating technical/administrative metadata, and producing preservation/access digital files as well as physical media copies. Supporting duties also include equipment maintenance, calibration, repair, system design and implementation.

Help

As a/an Audio Video Preservation Specialist, GS-1001-09/11, your typical work assignments may include the following:

  • Digitizes and reformatts original legacy and modern archival audio and video records of various vintages in various states of deterioration and condition using computer hardware and software technology as well as tape based digital recorders/reproducers.
  • Produces digital audio and video preservation, derivative, and metadata files as well as the creation of file inventories with integrity checks.
  • Perform audio and video processing on these files and produce hard-copy output (tape, optical discs, etc) from these files.
  • Work on a range of projects, including routine digitization, special requests, and complex and difficult projects utilizing obsolete audio and video equipment.
  • .Conduct quality control and quality assurance inspection of work produced within audio video lab to ensure that lab standards are being met or exceeded in regards to industry standardsand also work produced and provided to the lab by vendors or preservation contractors to be maintained and stored in the Labs local infrastructure.
  • Will operate a wide range of computer-based audio and video digitizing systems, production plug-ins, QC/QA software, legacy and modern digital and analog video recorders such as 3/4" Umatic, 1" Type C open reel, 1/2 EIAJ open reel, S-CHS, Digital Betacam. BetaSP, D2, D5, HDCAMSR, XDCAM, IMX, DVCPRO-HD, HI8, MiniDV, and other standard definition and high definition formats, legacy and modern digital and analog audio recorders such as open reel analog tape of varying formats and track configurations, transcription Discs, Memovox Discs, Soundcriber Disc, wire recordings, cassette tape, DAT, Optical Disc, and other analog and digital formats, motion picture flatbed editors, time base correctors, color bar and black burst generators, various software plug-ins, various outboard processors, lab convection oven (for the process of baking polyester tapes suffering from sticky shed syndrome), tape cleaning systems, and various tools used in the conservation and repair of archival audio and video media.
  • Will demonstrate knowledge of lab equipment through daily equipment calibration, maintenance, repair, and cleaning of equipment.
  • Will demonstrate knowledge of obsolete formats by conducting research and development, system design, integration, and implementation of new systems to meet reformatting and digitization needs.
  • Will participate on standard working groups, teams, task forces, and other cross program organizations.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
GS-09 - Candidates must have had one (1) year of specialized experience equivalent to the GS-07 grade level in the Federal government that has included such activities as reformatting and repairing BOTH legacy and modern audio and video recordings and formats that include open reel audio tape with varying track configurations, cassette audio tape, transcription audio discs, 3/4" Umatic video, VHS video tape, Digital Beta Cam, MiniDV and DVCPro video and other standard definition and high definition tape-based formats; and creating technical and administrative metadata utilizing archival preservation guidelines and Archival Management and information Science principles in an Audio and Video Preservation Laboratory environment.


You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
GS-11 - Candidates must have had one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal government that has included such activities as reformatting and repairing BOTH obsolete and modern audio and video recordings and formats that include open reel audio tape with varying track configurations, logging tapes, transcription discs, wire recordings, Memovox Discs, Soundscriber Discs, other dictation recording media both magnetic and mechanical, open reel video such as 3/4" U-matic video, 1" Type C and 1/2" EIAJ Type 1, D2, D5, HDCAMSR, XDCAM, IMX video, and other standard definition and high definition tape-based formats; and creating technical and administrative metadata utilizing archival preservation guidelines and Archival Management and information Science principles in an Audio and Video Preservation Laboratory environment. Candidates must also be proficient in equipment calibration, repair, maintenance, system design, integration, and implementation of new systems to meet reformatting and digitization needs.

Education may be substituted for experience.

GS-09: Master's degree or 2 full years of progressively higher level graduate education leading to a degree, from an accredited educational institution, that has demonstrated the competencies necessary to do the work of the position.

GS-11: A Ph.D. or 3 full years of progressively higher level graduate education leading to such a degree in a related field which has demonstrated the competencies necessary to do the work of the position.
Qualifying Degrees Archival Science, Museum Studies, Communications History, Media Studies, Library and Information Science, Information Science with Specialization in Audio Video Materials, Preservation Administration, Audio Video Engineering, Archival Management.
