Summary

As a Contract Specialist, you report to the Acquisition Director, Federal Acquisition Service, in Region 10. You perform pre-award and post-award functions with world-wide scope. Requirements typically involve negotiated procurements of complex and non-complex nature involving information technology services/systems, telecommunications and systems integration technology systems and subsystems, facility maintenance services/systems, and other professional services related efforts. These acquisitions include systems integration of complex hardware, software, data communications, and teleprocessing networks, as well as complex service requirements for application to Government-wide missions and facilities maintenance contracts for both civilian and military with world-wide implementations.

This position is located in Washington, D.C.

Duties

Help

  • Performs all pre-award, award and/or post-award functions for assigned acquisitions. Develops and recommends acquisition decisions which follow all applicable laws, Comptroller General decisions, the FAR and GSA regulations.
  • Serves as lead negotiator. Plans the negotiation strategies for complex, high dollar value contracts, coordinates strategy with negotiation team and leads the negotiations. Awards the contract. Performs cost and price analysis. May be required to negotiate equitable settlements.
  • Performs contract administration on complex, high dollar value acquisitions and established contracts. Determines appropriate actions to take when contractor’s performance is not in accordance with contract requirements. Where applicable, cancels assigned contracts, partially or in total for the convenience of the Government or for default.
  • Provides sound contractual advice and assistance to Government agencies, program offices and team members in carrying out their requirements. Acts as the technical advisor to Government program officials and team members.
  • Represents the Federal Acquisition Service to outside agencies and conferences with industry and trade associations as a procurement expert for acquisitions in the assigned area of responsibility.
  • Assists the supervisor in providing acquisition training and guidance to other members of the team. Reviews and signs as Contracting Officer on their own work and reviews work of other negotiators. Works with marketing personnel in performing market research concerning current commercial practices.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • A one year probationary period may be required.
  • Complete a "Declaration of Federal Employment" (OF-306) to determine suitability for Federal employment.
  • Undergo a background investigation and receive a favorable adjudication.
  • Non-GSA employees must complete the Department of Homeland Security (DHS) Form I-9 to determine identity and employment (work status) eligibility. GSA will verify the information through the DHS e-Verify automated system. Any identified discrepancies must be resolved as a condition of continued employment.
  • Complete an OGE Form 450, Confidential Financial Disclosure Report, and obtain approval that no conflict or an appearance of conflict exists between your financial interest and this position.

The GS-13 salary range starts at $94,796.00 per year. Generally, first time appointees to Federal civilian service have their salary set at the beginning rate of the grade for which they are selected; unless prior approval has been received to adjust the salary based on superior qualifications of the applicant.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Time-in-Grade Restriction: At the GS-13 level, you must have completed a minimum of 52 weeks in a position at the GS-12 level (or equivalent).

To qualify, applicants must meet the training, experience, and educational requirements listed in (A) and (B) below. Applicants may also qualify for this position if they meet the exception requirements described in (C) or the Waiver requirements listed in (D) below.

(A) Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-12 level in Federal service, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; AND (B) A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

(C) Exception: Federal employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000 and meet the specialized experience requirements. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

(D) Waiver: The senior procurement executive of the selecting agency may waive any or all of the requirements of Paragraphs A and B and certify that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.

Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as responsibility for large-scale centralized procurement of supplies, services, equipment, to meet the consolidated requirements of one or several agencies or departments; developing the solicitation; evaluating bids or offers; and, conducting negotiations. Experience involving the procurement of supplies and services; utilizing formal advertising or negotiation procedures; placing orders or establishing blanket purchase agreements (BPAs) against the Multiple Award Schedule (MAS) contracts or making awards of indefinite delivery, indefinite quantity (IDIQ) contracts.

GSA REQUIRED TRAINING FOR GS-1102-13 & ABOVE POSITIONS:

You must meet the requirements in 1, 2, or 3 below:
  1. All of the following:
    (a)
    Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification.
    (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
    (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.
