Help

This position is located in the Division of Interpretation and Education at Yosemite National Park. The primary purpose of this position is provide guidance and leadership in the decision making and supervision of the Yosemite Valley Interpretive Field Operation and is responsible for the planning, development, management, supervision, and evaluation of Yosemite's programs in this area.

The incumbent serves as first line supervisor to 4-5 permanent park ranger (GS-7/9), and serves as a second line supervisor to seasonal park rangers (GS-4 through GS-7), student interns, SCAs, and volunteers. Incumbent is responsible for the day-to-day supervision of the personal services component of a district interpretive program which includes a visitor center, a museum, formal and informal program offerings such as tram tours, evening programs, formal walks and talks, roving interpretation; and civic engagement.

Yosemite National Park is a World Biosphere Reserve and a National Heritage Site. The majority of resource management, visitor uses, and operational issues in the Park are controversial, extremely complex, nationally and internationally significant, and subject to close public scrutiny as well as continual litigation. The incumbent is responsible for communication on resources and issues to the public and park staff through direct contact.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

  • All qualification requirements must be met by the closing date of this announcement.To qualify for this position at the GS-0025-11 level applicants must possess:
A. Specialized Experience: At least one full year of specialized experience equivalent to at least the GS-09 level in the Federal service. For this position, specialized experience is experience in the development, implementation and presentation of interpretive and educational programs on natural, cultural and historical topics including reviewing interpretive programs developed by others or coaching interpreters; and experience overseeing the day-to-day operation of a public visitor center that provides interpretive programs and activities.

B. Substitution of Education for Specialized Experience: 3 full academic years of progressively higher level graduate education leading to a Ph.D. or completion of a Ph.D. or equivalent doctoral degree related to the occupation of Park Ranger in courses such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.

C. Combination of Qualifying Education and Experience: An equivalent combination of specialized experience and graduate level education or the type and levels described above in A and B. Note: Only graduate education in excess of two years is qualifying for combination.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The position may require periods of strenuous physical activity including, but not limited to standing, walking, bicycling, wading, climbing, and lifting of objects weighing approximately 50 pounds. Approximately 50% of the work is sedentary. The employee must be able to drive in both daylight and night conditions.

Working Conditions: Approximately 75% of the job is performed in an office environment. The remainder of the work is performed outdoors in the Yosemite environment which includes riding trams, bicycling, walking, hiking and snowshoeing. Weather may be cold, wet, and/or hot, and include bright sunlight and heavy winter/rain storms. Employee is exposed to biting insects, poisonous snakes and plants, potentially dangerous wildlife, sharp or thorny vegetation, and inclement weather.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
