Help

The incumbent serves as the park's key staff representative in the execution of public relations, public information, and general information program responsibilities. Program objectives are to inform the public of the various park activities and programs. The incumbent serves as the official contact with the media and community organizations, utilizing all possible information channels including television, radio, newspapers, magazines, emerging technology and personal contacts with local civic groups to present information concerning the park activities and achievements. The incumbent's work products and activities consistently reflect a full up-to-date utilization of methods, approaches and techniques involved in environmental information, public affairs and outreach and demonstrate consistent factual reliability. The incumbent supervises the Public Affairs and Communication branch in the Division of Interpretation, Education and Partnerships.Education and Partnerships. Incumbent provides to management a direct, unfiltered link to trends, public opinion and perspectives. Performs daily communication with national, regional and local media, constituency and partnership groups, the public, and community leaders. Serves as counsel to management on anticipated or actual public and media reaction to actual or proposed policies, programs and actions. Serves as a principal representative of management to a diverse external group.

  • This position requires that you operate a government (or private) motor vehicle as part of your official duties. A valid State driver's license is required.
    As a condition of employment, you will be required to submit a completed GSA Form 3607, Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.
    If you are tentatively selected for employment in this position, you will be required to complete GSA Form 3607 and submit the above State issued documents. Your employment, after your tentative selection, will be contingent upon receipt of these documents in a timely manner and that those documents establish, to the satisfaction of the selecting official, that you possess a valid driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialize experience are: using analytical techniques to gather, analyze, evaluate and summarize data to develop appropriate recommendations to leadership regarding public information. Writing and editing news releases, fact sheets, talking points and other communication products, responding to media queries on complex topics, facilitating media interviews, developing content for social media platforms, ensuring communication products and content are in compliance with established policies and regulations.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Additional information

Physical Demands: The job involves both sedentary and moderate to strenuous physical exertion that is dependent upon a mixture of office and field duties. Duties require frequent trips by car to various locations in the park and community. The work also requires walking on trails and uneven terrain to incident locations and escort stakeholders through park facilities and landscapes. This requires some walking over rough, uneven rocky terrain or slippery surfaces in elevations from 500 feet to 7,000 feet and in temperatures from 20 F to 115 F.

Working Conditions: Work is performed in an adequately lighted and climate controlled office as well as in the field. Office work will require the ability to sit for extended periods of time working at a computer. Field work involves regular and recurring exposure to moderate risks and discomforts associates with visiting remote park sites.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Poor air quality afflicts Sequoia and Kings Canyon National Parks, especially during summer months - generally May to October. High ozone levels may be the most harmful pollutant here.
