The Deputy Assistant Secretary, Strategic, Space and Intelligence (DASD SSI) is responsible for the management oversight and technical and programmatic evaluation of over 83 Major Defense Acquisition Programs (MDAPs) and Major Systems Acquisitions (MSAs) and DoD Space and Intelligence Capabilities portfolio, valued in excess of $70 billion annually. Many of these programs span the civil, intelligence, and defense space communities, with multiple governing bodies and acquisition authorities. For National Intelligence Program (NIP) and joint NIP and military intelligence program funded programs, SSI administers USD (AT&L) Co-Milestone Decision Authority with the Associate Director of National Intelligence for Acquisition, Technology & Facilities (ADNI/AT&F). For wholly MIP and DoD space programs the DASD SSI chairs the overarching Integrated Product Team (OIPT).

Help

As a Program Analyst, NH-0343-4, your typical work assignments may include the following under supervision:

  • Responsible for oversight of architecture development and integration of Major Force Program (MFP).
  • Leads and chairs senior working level review of assigned major defense acquisition programs.
  • Responsible for managing all aspects of acquisition review for the Milestone Decision Authority for assigned programs.
  • Coordinate with senior managers/leaders on the OSD, military departments and the Joint Staff, all programming related matters in space and intelligence.
  • Conducts independent research, and develop or recommend acquisition strategies to senior leaders.
  • Ensure portfolio program compliance with existing or newly issued directive, legislation, executive orders and regulations.

  • Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Program Management is required for this position. Incumbent will be required to remain in the position for three years.
  • This is an acquisition coded position. Selectee must complete required certification Level III in Program Management within 24 months of assignment and meet, or be capable of meeting, the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

Qualifications

You may qualify at the NH-4 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-3/GS-13 grade level in the Federal service or equivalent private or public sector experience that demonstrates expert knowledge of space, prompt strike, and launch programs, both from an acquisition/program management and an operations perspective, as well as an in-depth knowledge of agencies and departments that have equities within the National Security Space enterprise.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PPP PILOT: The Washington Headquarters Service is currently operating under an approved reengineered Priority Placement Program (PPP) pilot for all positions in its serviced workforce.
