Position Summary:
The Oakland Outpatient Behavioral Health/Addictions Nurse Practitioner (NP) primarily supports the Opioid Treatment Program (Methadone Maintenance) as well as psychiatric services (dual diagnosis, buprenorphine, and general mental health) for veterans with addiction problems. Further, the NP is a member of an interdisciplinary team that provides recovery oriented, Veteran centered clinical care for Veterans with a variety of medical, surgical, and psychiatric diagnoses in the outpatient clinic setting. The Oakland Outpatient Behavioral Health/Addictions NP: Collaborates with veterans, families and interdisciplinary treatment team members in the comprehensive assessment of biopsychosocial treatment needs of veterans with addictions; Evaluates and interprets medical data to formulate a plan of care based on the history and physical (H&P) and diagnostic findings; Develops treatment plans with specific goals and interventions unique to each veteran; Facilitates laboratory tests, procedures, noon-invasive tests, consultations, and medications under the supervision of the medical director of the OTP program; Prescribes medications to include controlled substances based on standardized procedures or protocols and/or physician consultation; Provides individual, group, and family psychotherapy; Provides crisis intervention services and facilitates admission to psychiatric inpatient services when needed. The NP is responsible for required clinical records, evaluation and monitoring of service delivery and outcome. Participates in nursing and medical center committees and task forces. Participates in patient and family education. Facilitates educational process for students by serving as preceptor. Acts as consultant and resource person to outside agencies in the area of psychiatric nursing care delivery.

Position Requirements: A current, unrestricted RN licensure from any state or territory of the U.S. A current National certification in any of the following: Psychiatric Nurse Practitioner, Adult Nurse Practitioner or Family Nurse Practitioner. A Master's degree or higher from an accredited school of nursing. Graduate from an accredited school of nursing recognized by the VA (Commission on Collegiate Nursing Education (CCNE) or The Accreditation Commission for Education in Nursing (ACEN). Hold DEA and DEAx certifications Extensive knowledge of opioid use disorders and pharmacotherapy treatment Demonstrated abilities in establishment of priorities and time management Excellent interpersonal skills, excellent verbal and written communication skills and the ability to work effectively in a diverse interdisciplinary environment Knowledge of Patient Education (adult learning) principles
Preferred Requirements: Two (2) years of increasingly complex clinical practice as a Nurse Practitioner; have evidence of leadership, motivation, and self-direction; have a comprehensive understanding of the assessment and evaluation requirements; be able to utilize databases to acquire clinical information, and work effectively with an interdisciplinary team. Previous Mental Health in the last five (5) years. Meet the requirements for VA Prescriptive Authority. BLS certification through the American Heart Association.
Selective Service Registration is required for males born after 12/31/1959.
Physical Requirements:
Use and function of all normal motor and sensory anatomy for
provision of patient care, reading, writing, listening, observing/seeing, heavy
lifting, bending, pulling, pushing, stooping, squatting, walking, standing, use
of fine motor muscles; visual and auditory acuity; emotional intelligence to
respond to stressful and/or emergent situations and crises appropriately and
calmly; self-care skills to maintain physical, psychological, and emotional
health. Examples include: heavy lifting of 45 pounds and over, heavy
carrying of 45 pounds and over, straight pulling, pushing, reaching above
shoulder, use of fingers, both hands required, walking, standing, kneeling,
repeated bending, ability for rapid mental and muscular coordination
simultaneously, near vision correctable at 13" to 16" to Jaeger 1-4, far vision
correctable in one eye to 20/20 and to 20/40 in the other.
Qualifications
BASIC REQUIREMENTS:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Full unrestricted Licensure, Certification, or Registration required
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelors of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelors degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelors degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 years of nursing practice/experience.
