DIRECT HIRE AUTHORITY: This position is being filled through the Office of Personnel Management (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens.

Help

As a Supervsory IT Specialist you will:

  • Oversee the development of long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities. Ensure that privacy controls are factored into system design and operation.
  • Oversee the implementation of higher-level security and privacy requirements, such as those resulting from laws, regulations, or Presidential directives.
  • Define the scope and level of detail for privacy plans and policies applicable to security programs. Provide expert guidance in the planning, coordination, and development of specifications to meet privacy requirements at the agency or wide area network (WAN) level.
  • As a technical expert, identify specifications, requirements and statements of work (SOWs) for privacy products and services delivered in multi-year contracts. Specifications and requirement identification include determinations regarding what capabilities and skills are required to meet organizational needs.
  • Plan and investigate mission-critical cyber security and privacy violations that affect the integrity of an agency-wide information technology (IT) infrastructure, such as unauthorized access to financial systems or national security data.
  • Develop, implement and monitor a strategic, comprehensive enterprise privacy program to ensure that the integrity, confidentiality and availability of information is owned, controlled or processed by the organization.
  • As a recognized expert in the field of Information Technology (IT) privacy, provide authoritative guidance related to the USAID privacy security program and determine the actions to be taken in guiding the accomplishment of the privacy and cyber security program objectives. Assist in the development and management of the annual budget to achieve M/CIO/IA operational targets.
  • Plan and implement strategies to support the Agency’s Privacy Program area.
  • Develop Privacy Impact Assessments, Privacy Threshold Analysis and all of the supporting documents involved in the creation of System of Records Notice to be file with OMB.
  • Serve as a liaison across the Agency and promote awareness of Privacy Laws, polices, and practices.
  • Serve on the agency Privacy Council and provide leadership for primary Privacy Council issues.

Qualifications

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: includes overseeing policy standards and implementation strategies to ensure procedures and guidelines comply with cybersecurity policies; and conducting Privacy Impact Analysis (PIA) of the applications security design for the appropriate security controls, which protect the confidentiality and integrity of Personal Identifiable Information (PII). You must possess IT related experience to include: planning, developing, analyzing, evaluating and administering an Agency Privacy Program; providing guidance and recommendations to Agency-level senior officials on the implementation of the Department's privacy priorities and plans; developing and providing privacy training, orientation tools and resources for different levels of employees based on roles and responsibilities; collaborating with other IT experts throughout the organization or in other organizations on IT and cyber security policies, problems, and issues; developing, managing, and maintaining Privacy Impact Assessments (PIA) to identify and mitigate privacy risks; and serving as a senior expert and consultant to senior management officials in order to advise on integrating IT programs with other programs within the organization.
