Duties

Help

The responsibilities described below are for the full-performance level (GS-13). At the GS-12 grade level, duties are similar but will be performed under closer than normal supervision. As the employee progresses, the assignments will become more difficult and complex in preparation to fully perform the duties at the next grade level.

As a Audiovisual Production Specialist, you will perform the following duties which is not an all-inclusive list:

  • Serves as social media content creator.
  • Edits professional quality audiovisual productions utilizing contemporary digital editing systems.
  • Oversees studio operations and serves as the control room manager.
  • Serves as a technical advisor on production process and the use of equipment such as broadcast switchers, recording devices, audio boards and studio cameras.
  • Serves as an executive producer for contractor or agency-produced audiovisual programs.
  • Writes and/or adapts original material collected from numerous sources where there is little direction as to the content and design.
  • Develops and administers contracts for DOL audiovisual services, develops specifications, oversees panel evaluation, and serves as Contracting Officer's Representative (COR).

You must meet the Specialized Experience to qualify for an Audiovisual Production Specialist, as described below.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service.

Qualifying specialized experience for GS-12 includes:

  • Experience in applying a wide range of principles, and techniques for communicating information through audiovisual means and how the techniques can be applied to social media content.
  • Experience in all phases of audiovisual production, programming, and editing.
  • Provides assistance in audiovisual production including rehearsing and directing production crews and in composing complex live or prerecorded programs.
  • Administers contracts for audiovisual services and production support.
For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Qualifying specialized experience for GS-13 includes:
  • Applying a wide range of principles, practices, methods, and techniques for communicating information through audiovisual means and how the techniques can be applied to social media content.
  • Experience in all phases of audiovisual production, programming, and editing from inception to completion, and skill in modifying or adapting standard practices and procedures.
  • Managing and executing pitching and production of creative & effective social media audiovisual content.
  • Provides advice on audiovisual production across a wide range of broadcast and production techniques including rehearsing and directing the actions of production crews and casts and in composing complex live or prerecorded programs with multiple visual or audio elements and other complicating features.
  • Serves as Contracting Officer's Representative (COR) for audiovisual production and support contracts.
  • Plans and oversees all phases of the production by resolving challenges that arise with clients and other production personnel on technical and artistic issues.

In addition to specialized experience, ALL candidates must have an online sample of their work with a clear indication of their production role to be considered for this position. Organization web pages, social media, YouTube or Vimeo are all acceptable and the URL/web address must be listed in the resume.

Time-In-Grade requirements are as follows:
  • Time in grade requirement for the GS-12 grade level - 52 weeks of Federal service at the GS-11 grade level.
  • Time in grade requirement for the GS-13 grade level - 52 weeks of Federal service at the GS-12 grade level.
Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

Education

There is no substitution of education for experience at the GS-12 or GS-13 grade level.

Non-Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.

The incumbent is required to be certified in the contracting career field as defined in the Federal Acquisition Certification for Contracting (FAC-COR). FAC-COR Level I, II, and III certification must be completed and maintained within established guidelines, the incumbent may be removed from this position if certification requirements are not maintained.
