Summary

As an Aviation Safety Inspector (Air Carrier Operations) you will serve as a technical expert in the Delegation Program Branch concerning development and execution of FAA’s Designee Program. This position requires the application of independent judgment and a high degree of innovation and critical thinking in accomplishing duties and identifying situations having impact on the agency's designee program and flight safety.

Help

Exercises a high level of expertise within designee programs (aircrew program designees and/or training evaluator) to determine implications of policy changes, new legislation, operational problems and other significant technical issues under consideration. Provides leadership to others in applying and providing authoritative technical expertise in the agency’s designee systems.

Serves on National teams and/or policy workgroups to conduct specific program analysis designed to determine feasibility of policy alternatives. Conducts strategic and performance planning analysis to identify policy and program shortfalls, gaps in planned capability, and opportunities for improving the efficiency of the designee systems. Leads or participates in conducting special projects/studies, and prepares trend analysis and root cause analysis reports, staff studies and issue papers. Provides leadership in assessment of policy issues or concerns, evaluation of existing policies, and assessment of policy alternatives for remedying any problems. Develops and recommends solutions pertaining to designee oversight or policy issues. Work is considered technically authoritative.

Participates in or leads in conducting special projects/studies, and prepares trend analysis and root cause analysis reports, staff studies and issue papers. Provides leadership in assessment of policy issues, evaluation of existing polices, and assessment of policy alternatives for remedying any problems. Develops and recommends solutions pertaining to designee oversight or policy issues.

Plans and directs the use of time and resources to accomplish organizational objectives in the designee system area. Defines, organizes and uses resources to accomplish activities within established schedules. Analyzes program requirements and accomplishments, and makes or directs adjustments as necessary to address organizational needs.

Coordinates designee program activities with pertinent Flight Standards Headquarters personnel, Flight Standards District Offices, Aircraft Certification Service (AIR) offices, and the designee community to ensure effective interface and smooth flow of technical project activities. When completing assignments, applies experience and knowledge of the aviation industry, the general principles of aviation safety, Federal Aviation Regulations, directives, and numerous agency policies and procedures governing certification and the use of designees. Established policies and procedures provide guidance for most assignments, but allow for some discretion to select the most appropriate approach.

Works interdependently to project long-term implications of policy, program, financial and regulatory decisions and provides this information to management officials accountable for meeting program goals. Maintains direct liaison and collaborates with pertinent Flight Standards and Aircraft Certification Service (AIR) offices and the designee community to ensure current and new policies, procedures, and techniques are incorporated in the designee system and to facilitate an effective interface and smooth flow of technical project activities.

Provides advice and assistance on current air carrier operations certification standards and evaluation techniques to FAA offices, FAA designees, and the aviation industry. Keeps abreast of new developments, procedures, products, and techniques through liaison with Industry organizations such as manufacturers, Universities, training departments, and research groups.

Minimum Eligibility Requirements For All Positions:

General Requirements for All Positions:

  1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance; and
  5. High school diploma or equivalent.

Medical Requirements for All Positions:

Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements:

  1. Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;
  2. Have the ability to hear the conversational voice (hearing aid permitted);
  3. Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.

In addition, applicants for positions that require participation in the operation of aircraft must:

  1. Possess a valid second-class medical certificate in accordance with Federal Aviation Agency (FAA) regulations; and
  2. Pass recurrent medical examinations as prescribed by the FAA.
  3. A valid medical certificate is not required for this position.

Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:

  1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  2. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

Recency of specialized experience requirements (100 flight hours within the last 3 years) and the need for a valid second class medical certificate is waived for current and former FAA employees in the 1825 series (this covers internal placement actions including promotions, reassignments, voluntary changes to lower grades, transfers or reinstatements to same or lower grade that currently or previously held).

Specialized Experience, Training, And Certification Requirements:

In addition to the above requirements, to qualify for this position at the FG/GS-14 (FV-J) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FG/GS-13 (FV-I) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties.

Aviation Safety Inspectors (Air Carrier Operations)

When the predominant work involves air carrier operations, applicants for Aviation Safety Inspector (Air Carrier Operations) positions must meet all of the following requirements.

  1. At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight;
  2. Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved;
  3. Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard.
  4. Minimum 100 flight hours during the last 3 years;
  5. Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating (Department of Navy positions require pilot experience as demonstrated by previous ATP level performance in large multi-engine airplanes and helicopters);
  6. Possession of a valid second-class FAA medical certificate (For positions within the Department of Navy, applicants must also be physically qualified to ride as an observer aboard squadron aircraft. In addition, must also meet physical requirements to travel and lift heavy objects while performing mishap investigations); and
  7. Minimum 1,500 total flight hours.
