Serves as a Frontline Manager in a Branch of the Foundational Business Directorate, , Flight Standards Service. Work typically includes routine project/program tasks based on established policies, procedures and guidelines. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Assignments include providing guidance to subordinate professionals; leading teams/project; designing and recommending solutions to complex problems; preparing and reviewing management reports or contractual documents, and developing and recommending improvements to systems and processes to improve operational efficiency.

Established policies/procedures provide guidance for most assignments, but incumbent is afforded considerable discretion to select the most appropriate approach, or to develop new approaches. Monitors and assists in implementing accepted changes. Assignments regularly require the interpretation of internal and external policies and extrapolation from precedents. Resolves most problems and work issues without the assistance of the branch or more senior supervisory professional. Develops and recommends approaches to address current and anticipated problems and issues.

Formulates critical management policies and systems and ensures timely implementation. Advises organization and program managers on critical planning and resource utilization issues. Leads or personally performs complex or controversial studies which result in authoritative recommendations to improve organizational structures, management policies and work distribution. Leads or personally completes analyses of critical programs by developing baseline performance measurements and comparing performance with the baseline. Represents the organization in dealing with officials of other FAA organizations, DOT, and the private sector. As a recognized authority, the incumbent operates with maximum independence.

Exercises full authority for supervisory and managerial responsibilities over staff, including staff scheduling and approving leave. Sets and adjusts short term priorities, and prepares schedules for completion of work. Directs, coordinates, and oversees work. Evaluates work performance and justifies recommendations for changes in job grading and granting of awards or bonuses. Selects or approves selection of non-supervisory employees on both technical and administrative matters. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other actions in more serious cases. Approves expenses comparable to within grade increases, extensive overtime, and employee travel. Fosters a fair and equitable work environment. Plans and establishes work schedules, deadlines, and standards for acceptable work.

Performs other duties as assigned.

Qualifications

To qualify for this position you must demonstrate that you possess at least one year of specialized experience equivalent to the FV-I or FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience: Experience tracking and reconciling financial data, formulating, presenting and executing all, or a major portion of, a complex multi-function organization's budget; experience leading project/program teams; designing and recommending solutions to complex business problems; or developing and recommending improvements to financial processes to improve operational efficiency.
