Duties

Help

The incumbent is responsible for planning, designing, analyzing, organizing and supporting aviation
safety related research studies, programs, models, and other automated technology tools to conduct timely
and accurate analyses.

Serves as a Front Line Manager with responsibility for the administrative and technical direction of the aviation safety mission in relation to highly complex analytical studies and projects at the national level. Interacts daily with analysts and managers of other offices, oversees and manages the day to day efforts, priorities, and goals of the program office. Assigns, reviews, and evaluates team members’ work. Provides feedback to employees as required.

Performs the duties of the program office manager in his / her absence. Defines or refines major and critical problems for approaching and supervises resolving aviation safety related issues using a variety of approved Operations Research techniques, available software, and Flight Standards developed applications in accordance with approved guidance and policies. Nature of assignments tend to be multifaceted and extensive and will frequently present with complex difficulties.

Retrieves, interprets, analyzes, summarizes, and visualizes information using various statistical, mathematical modeling, and other analytical techniques and tools. Uses these insights to develop proposals and inform policy for operating procedures, regulations, and standards. Designs and analyzes simulated operations for the purpose of obtaining insight or determining factors affecting actual operations.

When directed, serves as a leader for assigned projects or directed efforts such as development of metrics for new data collection systems and policy efforts, rules, etc., or the development of new technologies within the National Airspace System such as Unmanned Aerials.

Qualifications

Basic Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education:

The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience at the FV-I, FG-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to designing and analyzing simulated operations for the purpose of obtaining insight or determining factors affecting actual operations. Serving as a leader for assigned projects or directed efforts such as development of new technologies within the National Airspace System such as Unmanned Aerials. Defining major and critical problems for approaching and resolving aviation safety related issues using a variety of approved Operations Research techniques.

Rotational Assignment: This position is a rotational assignment for analytical experts in the Operations Research specialty of the Flight Standards Service. Individuals selected will remain domiciled at their current duty station. This temporary assignment is for a period not-to-exceed 2 years. It may be extended or become permanent in accordance with agency guidelines. Upon completion of this assignment, the selected employee will return to his/her original permanent position unless the employee and the agency agree otherwise.
