Help

Serves as an Instructional Systems Specialist (ISS) in the Flight Standards Workforce Development Division. Recognized as an authoritative consultant who plans and develops experimental programs, evaluates results, and uses the findings in planning, developing, and installing new or modified programs. Troubleshooting duties frequently require providing problem-solving assistance to, and technical review and leadership over, other employees or contractors.


Conducts analyses of occupational areas or jobs to determine the requirements for revision of
existing instructional systems or development of new training programs.


Plans, coordinates, oversees and/or develops components of instructional design based on the findings of the analyses. Determines learning objectives and task learning relationships, clusters learning events, organizes course content, and develops instruction design plans; Analyzes learning problems, selects teaching strategies using appropriate models, and develops course plans using this information; Selects suitable performance measures or develops new measures required to document effectiveness; Derives performance objectives and criterion test items; and Uses a systems approach to training.


Develops, reviews, and revises instructional materials for courses, training aids, or instructional devices in accordance with specific learning objectives.


Evaluates the effectiveness and impact of instructional programs, using multiple sources of input and data (e.g., evaluations, assessments/tests, organizational metrics, and partner feedback). Recommends revisions to instructional products or programs. Continually reviews developments in the fields of education and training to apply best practices to instructional programs and products.

Participates in formulating internal training policies and procedures and develops course material according to regulations, policies and standards. Identifies weaknesses and strengths in the processes used and recommends necessary improvements.


The supervisor establish overall work objectives. The incumbent independently plans and carries out assignments, but informs his or her supervisor of the status of project, potentially controversial areas, funding requirements, and expenditures. Guidelines include general Federal, DOT, and FAA regulations, directives, and policies, which often do not apply directly to specific situations. Use judgment in choosing, interpreting, and adapting available guidelines to specific issues or studies.


Work activities and projects involve complex, interlocking programs critical to a region, center, or major component of a line of business. Work products directly affect the efficiency and effectiveness of organizational operations and contribute to the accomplishment of organizational objectives.


Contacts are made to furnish advice and guidance, support proposed alternative or controversial approaches, to provide or obtain information, and to influence official to accept and implement recommendations. Interacts with managers, employees, or groups in his or her region, center, or line of business and with representatives of the private sector. Work is sedentary and is usually performed in an office. Some travel may be required.

BASIC REQUIREMENTS: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The coursework must have included study in AT LEAST FOUR OF THE FOLLOWING FIVE AREAS (Applicants MUST submit course description from the appropriate college/university):

1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In addition to meeting the basic requirements listed above you must also meet the specialized experience.

SPECIALIZED EXPERIENCE:

In addition to the Basic Requirements for this position, your resume must also demonstrates at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience includes: Skill in applying project management principles to training development projects.
