This job opportunity is for a Day or Night Shift Lead Clerk position in the Decennial Operations Branch West (DOBW) at the National Processing Center (NPC), U.S. Bureau of the Census located in Phoenix, AZ. This position provides for temporary additional assistance in support of processing activities related to the Decennial Census. This position is included in the bargaining unit.

The individual selected for this position will:
Direct employees who perform various control and administrative functions necessary to process the work (e.g., check-in, document preparation, imaging, coding, telephone data collection, quality assurance, etc.).
Interpret and apply instructions from a variety of census related subject matter including procedures and forms.
Resolve problems through research and making effective use of procedures and guidelines.
Complete and assign work based on priority and selective consideration in order to maintain an even workflow through all phases of the operation.
Improve the quality of work processes through the identification and resolution of operational and procedural inconsistencies; document results of problem resolution.
May check in/out and sorting of documents or other materials requiring screening and checking with controls of the incoming materials.
Perform limited typing or computer driven tasks, the nature of which does not require the services of a fully qualified typist.
Lead the work of Clerks including distributing and balancing workloads; keeping in touch with the status and progress of work; estimating and reporting expected time of completion of the work; providing instructions to other employees; providing on-the-job training to new employees; and reviewing work.
Tour of Duty: Monday through Friday, Day or Night Shift available.
Day shift hours range from 6:30 a.m. to 5:30 p.m. No Alternate Work Schedule or other flexible schedules are available.
Night shift hours range from 2:30 p.m. to 12:00 a.m. No Alternate Work Schedule or other flexible schedules are available.
Note: If you are a Competitive Service employee and accept this position, you will be required to convert to an Excepted Service Appointment.

Physical Demands: While some work is sedentary in nature, there may be frequent walking, standing, stooping, stretching, bending, standing, pulling, and there may be some lifting/pushing of printed materials or other objects weighing up to 40 pounds and occasional lifting/pushing of objects over 50 pounds; extended periods of repetitive motion at a constant speed; and extended periods of standing.
Work Environment: Work is performed in a warehouse environment. The work usually involves moderate risks and discomfort which require special safety precautions while operating and working around the lines and equipment, e.g., paper cuts, paper dusts, machine/forklift noise, various odors, and sometimes subdued lighting.
A one-year probationary period may be required.
Candidates may be required to clear the fingerprint process and initiate the required background investigation prior to final selection.
Qualifications
You qualify if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. Specialized experience is defined as reviewing listings, matching documents to listings, making special hand tallies, sorting documents or other materials requiring screening, coding single items or combinations of reported data and checking with controls of incoming materials.
Education Substitution: Successful completion of 4 full years of study above the high school level in an accredited business, secretarial or technical school, college, or university may be substituted for the required experience. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, (e.g., professional; philanthropic; religious; spiritual; community, student, social).
