About the Position:

The Office of Audit's Field Operations Review Team (FORT) Training Specialists develop and deliver operational, hands-on training at postal facilities to the OIG workforce. Training areas include delivery, mail processing operations, transportation, mail theft, and general Postal Service knowledge (Postal 101). Training Specialists also collect and analyze data for investigations, research, and audit teams within multiple directorates, often requiring quick responses. They also respond to high-priority, time-sensitive requests from the OIG and external stakeholders. Further, Training Specialists provide audit support, including participating on FORT and other audits and traveling with teams when needed.

The Training Specialists offer an opportunity to support critical OIG oversight work through operational training, data analysis, investigative and audit support, and collaboration with stakeholders across the organization. Training Specialists help the OIG spot emerging trends, better prepare for stakeholder concerns, and focus its oversight on the most impactful areas.

As a successful candidate, you will be responsible for:

  • Designing, evaluating, and refining new or updated training programs for both the Office of Audit and OIG-wide initiatives related to Postal Service operations. Duties include selecting appropriate instructional methods and topics, creating and facilitating training sessions, and coordinating the development, implementation, and management of field training, special projects, and other initiatives that support improved agency oversight and staff competency. You will also administer surveys, analyze findings, adjust existing training as necessary, and provide recommendations for future program enhancements.
  • Demonstrating the ability to develop curriculum and facilitate training for varied audiences throughout the OIG.
  • Serving as an authoritative resource for the agency relative to planning, analyzing, and/or evaluating the effectiveness of Postal Service operations and performance, including assessments of efficiency; adequacy of internal controls; compliance with laws, regulations, and policies; and detection of fraud, waste, and abuse.
  • Being proficient with accessing Postal Service systems to collect, compile, and present comprehensive statistical and narrative program reports and evaluations.
  • Functioning as a subject matter expert on Postal Service operations and consult on audits and investigations. You may be called upon to identify, select, and apply appropriate quantitative and qualitative analytical methods and tools to collect, arrange, process, and present data; develop conclusions; and make recommendations.
  • Performing all assigned functions of an audit, individually and as a member of an audit team, with limited supervisory oversight in accordance with OIG policies and procedures and Generally Accepted Government Auditing Standards. This includes creating and reviewing fully supported workpapers within agreed upon timelines.
  • Serving as a contributing team member on FORT and other audits as needed, including conducting assigned audit steps, creating cohesive work papers, and developing findings. Participating on multiple projects and programs simultaneously with responsibilities including consulting on audit findings, audit methodology, and pertinent criteria.
  • Working in coordination with other OIG components and data analysts to develop useful tools and improve existing data analysis processes.
  • Utilizing a developed network of Postal Service and OIG contacts to support knowledge sharing and the ability to quickly gather information.
  • Remaining apprised of agency oversight priorities and working to increase your own understanding of these topics to better assist teams.
Please note that the duties and responsibilities associated with these positions may vary based upon the area of assignment. The preceding description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.
