Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/29/2026.

TIME-IN-GRADE REQUIREMENT: As a current/former Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-07 position you must have served 52 weeks at the GS-05 level.
  • If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-07 or higher and the promotion potential of your current position must be at least GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Examples of appropriate SF-50s to include which show TIG requirements have been met include:
  • Within grade increases (WGI) at the highest grade held; or
  • Promotions with an effective date that occurred more than one year from the closing date of the job opportunity announcement; or
  • Most recent appointment.
NOTE: Do not submit Award, Data Element, Change in Tenure, or General Adjustment SF-50s, as they do not provide sufficient information and will not be accepted for the purpose of verifying TIG.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:

GS-07 Grade Level:

Specialized Experience: To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Specialized experience is defined as:

Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  • Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies.
OR
