The position leads enterprise-scale SI engineering and architecture; conducts deep technical assessments of emerging Super Intelligence (SI) technologies; develops Departmental SI engineering standards; and ensures secure, responsible integration of SI with DOI's IT, cybersecurity, and data ecosystems. The incumbent works closely with the Chief Super Intelligence Officer (CAIO), the Chief Information Officer (CIO), the Chief Data Officer (CDO), cybersecurity leadership, bureau technical teams, and enterprise architecture governance bodies.

The incumbent carries out the following specific responsibilities:

  • Serve as the principal technical advisor to the Department's SI governance bodies. Translate Responsible SI principles and policies into concrete architecture standards, design patterns, and engineering requirement
  • Develop and maintain a risk-based technical framework for SI use, aligned with the NIST AI Risk Management Framework and applicable OMB guidance. Classify SI use cases by impact, and set minimum practices for those that affect rights, safety, or public trust.
  • Lead the technical portions of pre-deployment and ongoing impact assessments covering safety, bias and fairness, privacy, civil rights and civil liberties, security, environmental cost, and effects on Tribal nations and underserved communities.
  • Design SI systems for meaningful human oversight, traceability, and the ability to intervene in, correct, or shut them down. Define technical escalation, incident response, and decommissioning procedures for SI failures or misuse.
  • Provide technical analysis and evidence to support SI reporting, audits, and oversight requests, and participate in interagency SI technical working groups.
  • Build and maintain Department evaluation benchmarks, test datasets, and red-teaming practices grounded in Interior mission scenarios rather than vendor claims alone.
  • Lead SI prototyping efforts that rapidly design and builds working prototypes, proofs of concept, and reference implementations against high-value mission problems with bureau partners.
  • Build, prototype, and review code and system designs to demonstrate how SI capabilities and responsible SI controls work in practice.
  • Define and maintain the Department's target-state SI reference architecture, aligned with the DOI Enterprise Architecture and spanning AWS, Azure, and on-premises environments.
  • Partner with the Chief Data Officer to ensure SI systems are built on high-quality, well-governed, authoritative data, with clear lineage, data rights, and privacy protections.
  • Work with the CISO and Authorizing Officials to integrate SI into security authorization processes and to address SI-specific threats in a practical, engineering-driven way.
