The United States Space Force (USSF) Space Training and Readiness Command (STARCOM) Space Delta 1 (SD1) at Vandenberg Air Force Base, California is searching for a Chief, Financial Management (NH-0560-03, GS 12/13 equivalent).

Description:
Lead a high-impact team responsible for shaping, defending, and executing critical resources that enable Space Force missions. In this supervisory financial management role, you will oversee and develop budget analysts while directing complex budget formulation, programming, and execution activities across a major command portfolio. You will translate Department of the Air Force, Office of the Secretary of Defense, Office of Management and Budget, and congressional guidance into executable resource strategies, while developing Future Years Defense Program, Program Objective Memorandum, budget-request, and supporting-justification materials. Serving as a trusted advisor to senior leaders, you will deliver sound recommendations on funding priorities, monitor obligations and expenditures, identify financial risks, and safeguard against Anti-Deficiency Act concerns. By leveraging financial systems, trend analysis, and quality controls, you will provide timely, decision-quality information to strengthen workforce capability and deliver disciplined resource stewardship in direct support of national defense and space operations.

The ideal candidate is an exceptional communicator and collaborative leader capable of seamlessly coordinating financial requirements between Space Delta 1 units and FIELDCOM/Executive-level leadership. You possess deep expertise in the Planning, Programming, Budgeting, and Execution (PPBE) process, including preparing annual spend plans and navigating five or more fiscal year-end closeout cycles. Highly proficient in Comptroller unit procedures, you are fluent in DEAMS and CCaR, allowing you to track status of funds, build accurate quarterly Target Loads, manage fund realignments, and produce logical forecast projections. Your technical background includes drafting purchase requests via MIPRs, Form 9s, and G-Invoicing, alongside reconciling expended funds to correct lines of appropriation. Additionally, you demonstrate a strong command of regulatory frameworks, confidently interpreting and applying the DoDFMR Vol 7A, Joint Travel Regulations, and FAR guidance for the Government Purchase Card program to deliver disciplined, compliant resource stewardship.

Key Skills and Abilities:

  1. Professional knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management.
  2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Space Force and Air Force organizations pertaining to budget formulation and financial management to provide guidance to subordinate units.
  3. Expert knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures.
  4. Expert knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation.
  5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
  6. Ability to plan, organize, mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments.
