Major Duties:

  • Supervise logistics operations through subordinate supervisors by establishing priorities, assigning and balancing workloads, developing performance standards, evaluating employee performance, and ensuring timely accomplishment of organizational goals.

  • Perform personnel management responsibilities, including participating in hiring decisions, identifying training needs, developing staff, providing employee counseling, and addressing performance issues, complaints, grievances, and disciplinary matters.

  • Integrate supply chain operations across the health care system and supported clinics, coordinating with clinical, fiscal, acquisition, engineering, and administrative stakeholders to meet patient care requirements.

  • Oversee inventory management, warehouse operations, storage, distribution, and property accountability for expendable supplies, nonexpendable equipment, capital assets, and other assigned commodities.

  • Direct equipment lifecycle planning, including requirements determination, acquisition, utilization, maintenance coordination, replacement forecasting, and disposal, in collaboration with clinical, biomedical engineering, and other stakeholders.

  • Coordinate acquisition planning and procurement support with contracting offices, including developing acquisition strategies, reviewing procurement packages, supporting pre-award and post-award activities, and overseeing the Government Purchase Card program.

  • Develop budget forecasts and oversee execution of multimillion-dollar logistics budgets, aligning expenditures with operational requirements, acquisition lead times, funding restrictions, and available resources.

  • Establish performance measures, analyze logistics data, conduct audits and compliance reviews, and implement corrective actions and continuous process improvements to strengthen efficiency, service quality, and data integrity.

  • Oversee product standardization, clinical product reviews, and facility recall activities to support appropriate supply and equipment selection and removal of unsafe products from use and inventory.

  • Exercise delegated authority to act for the Facility Chief Supply Chain Officer, advise leadership on logistics readiness, and develop and execute emergency logistics plans, serving as Logistics Section Chief when designated during emergency operations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervising supply chain personnel and coordinating logistics operations, including inventory management, property accountability, acquisition planning, and equipment lifecycle management, to support health care operations. Experience also includes developing and executing logistics budgets, evaluating operational performance and regulatory compliance, and implementing improvements to supply chain efficiency and service delivery.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary but requires visits to warehouses, storage areas, loading docks, and other facilities.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
