The Program Analyst (Health Informatics) is located at the Roseburg VA Medical Center in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.

Major duties include, but may not be limited to the following:

  • Responsible for determining the need and scope of data collection and analysis, leading teams in process improvement activities and projects, and creating reportable metrics to boost quality, productivity, efficiency, and the documentation of care provided.
  • Required to use expert knowledge of facility-level data to design and conduct comprehensive management studies, with extremely broad study boundaries that are difficult to determine in advance.
  • S/he will work autonomously to determine the length of the project as well as the breadth of scope and is responsible for identifying and proposing solutions to management problems, as characterized by their breadth, importance, and severity.
  • Decides on necessary areas of research and/or analysis required to fulfill projects or activities for the Executive Leadership Team related to Labor Mapping, construction of work Relative Value Units (wRVUs), Efficiency, Measurement of Outcomes, documentation of clinical services rendered (to include Open Encounters), and other factors that influence facility reimbursement as part of the VERA methodology.
  • Uses data sources, including the VHA Support Service Center (VSSC), the Office of Productivity Efficiency and Staffing (OPES), Pyramid Business Intelligence, Oracle Health (Cerner), and the VHA Corporate Warehouse, as needed to gather data, identify pertinent issues, and collect relevant information.
  • Expert in the use of organizational analytic tools such as the Strategic Analytics for Improvement and Learning (SAIL), Specialty Productivity - Access and Report Quadrant (SPARQ), Ambulatory Care Sensitive Conditions (ACSC), Efficiency Opportunity Grid (EOG), and the Veteran Equitable Resource Allocation (VERA) methodology.

Qualifications

To qualify for this position, applicants must meet Time-In-Grade and Specialized Experience requirements by the closing date of this announcement, 10/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Analyst - Informatics. Qualifying specialized experience includes independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; applies an end-to-end process to evaluate workflows, identify issues, and develop solutions based on best practice guidelines; experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques; acquainted with technologies that are likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions; and ensures the success of multidisciplinary teams to lead and manage informatics-related projects.

NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The performance of the incumbent's duties may require extensive daily walking to meet with the Executive Leadership Team, Service Chiefs, Administrative Leads, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via plane, station vehicle, or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that are often interrupted. The incumbent is often faced with changing priorities and meeting deadlines.

IMPORTANT: Per the OCHCO Bulletin Interim titled Interim Implementation Guidance for New Hybrid Title 38 Occupations Established Under Public Law (P.L.) 117-328, Section 183, Expansion of Hiring Authorities for Certain Classes of Research Occupations dated December 29, 2022, HR Offices will appointment all new VHA employees hired as a Program Analyst (Informatics) using the authorities in 38 U.S.C. ยง 7401(3) for full time permanent employees. Existing title 38 procedures relating to hybrid recruitment, referral, Veterans' preference & appointment will be applied for this position, however, the following Title 5 procedures will apply to all other aspects of this appointment: Classification position descriptions under Title 5 Classification in order to determine grade levels, using existing title 5 qualification standards, and title 5 procedures for grade & pay setting.

The selectee will be covered by the hybrid title 38 employment system. The Department of Veteran Affairs (VA) will develop, and issue new policies related to advancement and promotion within your occupation. Until these policies are finalized, title 38 hybrid appointment procedures will only be used for individuals who are newly appointed. During this interim period, current employees in the new hybrid occupation and employees appointed using interim procedures will be covered by title 5 procedures for position classification, qualification determination, promotion, and advancement.
