Duties

Help

As a Human Resources Specialist (Recruitment and Placement), the incumbent will be part of the Office of Human Resources, Office of the Managing Director, Federal Maritime Commission. The incumbent will be responsible for providing a full range of human resources services, including staffing and recruitment, payroll and compensation, and payroll processing. Additionally, the incumbent will manage and maintain reports related to payroll, the Human Resources Information System (HRIS), and the Enterprise Human Resources Integration (EHRI).

As an HR Specialist (Recruitment and Placement), if selected, you will:

  • Conducts job analyses on a wide variety of positions; prepares occupational assessment questionnaires and job announcements.
  • Determines qualifications and eligibility for Delegated Examining, Merit Promotion, and Special Hiring Authorities (e.g. Schedule A, VRA, CTAP/ICTAP); rates and ranks applications; and issues referral lists. Sets pay for new hires and extend tentative and final offers utilizing an automated onboarding system.
  • Processes a wide range of personnel actions, including and not limited to accessions, separations, promotions, reassignments, details, pay increases, performance, realignments, and awards. Additionally, processes payroll-related actions including and not limited to, changes in address, taxes, direct deposit, and leave transfers.
  • Utilizes the NFC system and other automated systems and software to generate information and data for a wide variety of resource reports requested by the Office Director. Manage automated systems, reports, migrations, and programs related to payroll, HRIS, and EHRI.
  • Serve as time and attendance (T&A) subject matter expert providing technical assistance to timekeepers regarding the operations of the timekeeping record system.
  • Conduct regular training with customers on a wide range of staffing matters including principles of staffing, recruitment, and placement.
  • Provide technical advice in the areas of recruitment, staffing, placement, pay entitlements, and other related areas.
Promotion Potential: The major duties listed represent the full performance level of GS-13. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To Qualify for the GS-12: You must have one (1) year of specialized experience equivalent to the GS-11 level in the Federal service with the knowledge, skills, and abilities to perform the duties of the position to be filled. Specialized experience is defined as: 1) Performing staffing and recruitment placement functions under Delegated Examining, Merit Promotion, and other hiring authorities, researching and analyzing documentation to support actions, coding and providing advice on the processing of a wide range of personnel actions to include: accessions, promotions, reassignments, realignments, details, transfers, adverse actions, awards and resignations; 2) Utilizing various HR related automated software programs (i.e. USA Staffing, National Finance Center (NFC), Position Management System Online (PMSO), Entry, Processing, Inquiry and Correction System (EPIC), etc.) to gather and evaluate data and; 3) Administering guidance to management and employees on various HR related topics (i.e., recruitment, staffing and placement

Specialized experience is defined as: 1) Serving as a subject matter expert in the management and performance of the full range of staffing and recruitment placement functions under Delegated Examining, Merit Promotion, and other hiring authorities; serving as a consultant in position management; coding and providing advice on the processing of a wide range of personnel actions to include accessions, promotions, reassignments, realignments, details, transfers, adverse actions, awards, and resignations; 2) Utilizing various HR related automated software programs (i.e. USA Staffing, National Finance Center (NFC), Position Management System Online (PMSO), Entry, Processing, Inquiry and Correction System (EPIC), etc.) to gather and evaluate data; 3) Providing expert advice and guidance to management and employees on various HR related topics (i.e., recruitment, staffing placement, and position management); 4) Conducting program-wide evaluation of Human Resources staffing programs to determine compliance with Federal and local regulatory guidelines and; 5) Serving as a quality reviewer for Delegated Examining and Merit Promotion cases to ensure compliance and accountability of prescribed guidelines.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with FMC. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow FMC to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
