Duties

Help

  • Supports the Acquisitions and Contract Management Branch Chief, Chief Financial Officer, Divisional Points of Contact, and Contracting Officer's Representatives with acquisition planning, execution, contract monitoring, and procurement coordination.
  • Coordinates with program offices, CORs, DHS Office of Procurement Operations, and DHS Office of Selective Acquisitions to support procurement requirements from initiation through award and contract administration.Assists CORs and program offices in developing acquisition documentation, including Statements of Work, Performance Work Statements, Independent Government Cost Estimates, market research, acquisition plans, justifications, and other required procurement materials.
  • Monitors contract execution, funding status, burn rates, periods of performance, deliverable schedules, and invoice activity to identify risks, funding gaps, or potential performance issues.
  • Reviews contractor invoices for timeliness, accuracy, funding alignment, and appropriate supporting documentation before routing for approval.Tracks invoice processing timelines to support prompt payment requirements and reduce the risk of interest penalties or delayed vendor payment.
  • Supports contractor performance monitoring by collecting input from CORs, reviewing deliverables, tracking performance issues, and assisting with Contractor Performance Assessment Reporting System documentation, as applicable.
  • Assists with contract file maintenance to ensure acquisition records are complete, accurate, and compliant with applicable policies, procedures, and documentation requirements.
  • Prepares acquisition status updates, reports, trackers, and briefing materials for leadership, program offices, and acquisition stakeholders.
  • Coordinates recurring acquisition meetings, including agenda development, action item tracking, follow-up with responsible parties, and documentation of key decisions.
  • Supports acquisition forecasting and planning by helping identify upcoming contract actions, expiring awards, option periods, recompetes, and funding requirements.
  • Works with budget staff and program offices to ensure acquisition requirements align with available funding, approved spend plans, and mission priorities.Identifies procurement processing delays, incomplete packages, burn rate concerns, or other contract execution risks and elevates issues through the appropriate chain of command.
  • Supports the planning, organization, and execution of acquisition management activities to ensure compliance with the Federal Acquisition Regulation, DHS acquisition policy, and customer requirements.
  • Assists in developing process improvements, standard operating procedures, checklists, and tracking tools to strengthen acquisition transparency, accountability, and execution.

Qualifications

Qualifications required:

  1. Communicates complex ideas clearly and effectively, both orally and in writing, to develop and present findings, briefings, project papers, status reports, and correspondence that foster understanding, support decision-making, and promote acceptance of recommendations.
  2. Applies comprehensive knowledge of the Planning, Programming, Budgeting, and Execution process, Contracting Officer's Representative responsibilities, Statements of Work, Statements of Objectives, acquisition planning, contract management requirements, the Federal Acquisition Regulation, and applicable DHS and ODNI contracting policies.
  3. Develops and delivers formal presentations and represents the organization's position on acquisition strategy, contracting matters, intelligence-related requirements, business processes, and resource management issues.
  4. Supports, interfaces with, and influences the systems acquisition process and integrated life-cycle management by coordinating requirements, assessing acquisition risks, monitoring execution, and aligning procurement activities with mission objectives.
  5. Required to have a COR Level II, at a minimum, prior to, or immediately upon onboarding. If not already a COR Level II, it requires at least 1 year of COR-related acquisition-type experience, completion of an instructor-led FCR 201 course OR each of the following self-paced courses: CLC 222, CLC 106, ACQ 0310, and CLE 028 (total: 40 hours), and Completion of FAC 022 (initial certification + every 2 years), and completion of FAC 043 (initial certification + every 12 months). COR level III is highly desired.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.

The DHS Joint Duty Program (JDP) is an intra- and inter-departmental program which offers civilian personnel professional and developmental opportunities. Joint Duty Assignments (JDAs) enhance operations and mission execution through unity of effort and collaboration.

The DHS JDP is a human capital program initiative which is managed by OCHCO at DHS headquarters. The DHS JDP's purpose is two-fold: to encourage and to facilitate assignments of DHS personnel to other DHS components as well as outside agencies. The purpose of JDAs is to gain multi-component, multi-faceted experience focused on cross-cutting DHS and Federal-wide operations to enhance performance of the individual, the organizations, and the Department. JDAs are for a period not to exceed 1 year and do not qualify for Joint Duty credit.

The DHS JDP covers current Federal employees at the GS-12 through GS-15 grade levels and equivalent. The DHS JDP does not apply to members of the military service or contractors. JDAs do not offer Temporary Promotions.
