This position is organizationally under the Financial Management Service Line (FMS) located at the Southern Arizona VA Health Care System (SAVAHCS) in Tucson, Arizona. The purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure.

Help

  • Assisting in the formulation, justification, and execution of budgets for assigned programs and activities.
  • Reviewing budget estimates, funding requests, and financial data to ensure compliance with applicable laws, regulations, policies, and organizational guidance.
  • Analyzing budgetary and financial information to identify spending trends, variances, and potential impacts on program operations.
  • Monitoring obligations, expenditures, and available funding to ensure resources are utilized appropriately and within authorized limits.
  • Participating in the distribution and management of funds to support organizational priorities and operational requirements.
  • Evaluating operating plans and financial reports to determine alignment with approved budgets, workload demands, and program objectives.
  • Researching and investigating financial issues, budget variances, and deviations from planned spending levels, and providing recommendations for corrective action.
  • Developing recurring and ad hoc budget reports, financial analyses, summaries, charts, and presentations to support management decision-making.
  • Extracting, consolidating, validating, and analyzing financial data from automated financial systems, databases, and reporting tools.
  • Utilizing software applications such as Microsoft Excel, Power BI, and other automated systems to compile, analyze, and present financial information.
  • Advising managers and program officials on budget policies, procedures, funding requirements, and financial management principles.
  • Assisting in the preparation and review of budget submissions, operating plans, and supporting documentation for internal and external reporting requirements.
  • Assessing the impact of proposed funding changes, resource requirements, and organizational initiatives on budget execution and financial operations.
  • Collaborating with program officials, managers, and stakeholders to support resource planning and fiscal accountability.
  • Preparing written recommendations, analyses, and reports that communicate budget status, financial conditions, and resource requirements.
  • Conducting special studies and financial analyses related to budget execution, program performance, and organizational resource management.
  • Applying analytical and critical-thinking techniques to resolve budgetary issues and support effective financial decision-making.
  • Ensuring financial transactions and budget activities conform to established policies, procedures, and funding requirements.
  • Performing other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extracting, consolidating, validating, and analyzing financial data from enterprise systems and databases with limited supervision; developing and presenting recurring budget and financial reports using Microsoft Excel, Access, PowerPoint, and analytical tools such as Power BI; assisting with the formulation and execution of service-level budgets; monitoring spending trends, variances, and financial data to identify potential issues; supporting the preparation of budget submissions and justifications; and helping administer the distribution of funds in accordance with applicable federal laws, regulations, and policies; providing guidance to staff on established budget processes, collaborating with program officials to support resource planning and organizational priorities, and applying analytical and cost-benefit techniques to evaluate financial issues and recommend practical solutions. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or, 2 full years of progressively higher level graduate education leading to such a degree, or, LL.B. or J.D., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.
