The Ambulatory Care Clinical Pharmacy Supervisor is responsible for the professional and administrative management of clinical pharmacy services within the Ambulatory Care section. The incumbent is responsible for supervising multiple clinical pharmacy specialists and clinical pharmacy technicians at Carl Vinson VA Medical Center and at the Community Based Outpatient Clinics (CBOCs).

The Ambulatory Care Clinical Pharmacy Supervisor is responsible for the professional and administrative management of clinical pharmacy services within the Ambulatory Care section. The incumbent is responsible for supervising multiple clinical pharmacy specialists and clinical pharmacy technicians at Carl Vinson VA Medical Center and at the Community Based Outpatient Clinics (CBOCs).
FUNCTIONS OR SCOPE OF ASSIGNED DUTIES INCLUDE, BUT ARE NOT LIMITED TO:
a.Administrative/Supervisory/Leadership, includes but are not limited to:
1. Responsible for the day-to day operations of the clinical pharmacy services within the Ambulatory Care Section.
2. Serve as Acting Associate Chief, Clinical Pharmacy Services when requested.
3. Plan, organize, assign, and review work of subordinates; this includes scheduling of priorities and personnel for the effective completion of pharmacy programs objectives.
4. Conduct on-going and annual performance evaluation of subordinates. Counsel employees on performance when necessary and/or recognize high level performance as appropriate.
5. Interview applicants for vacancies, determine their suitability for the position, and make recommendations to the Associate Chief, Clinical Pharmacy Service.
6. Provide advice, counsel, or instructions to subordinate employees on both work and administrative matters. This includes hearing and resolving complaints or grievances from employees and referring the more serious complaints not resolved to the appropriate channels.
7. Maintain control of leave and attendance of subordinate employees and ensures that absences are charged to proper leave status and that the timekeeper is promptly notified.
8. Keep subordinate employees informed of pertinent information by conducting regularly scheduled Clinical Pharmacy Practice Council meetings with the Associate Chief, Pharmacy.
9. Gathers statistical information preparing periodic reports on assigned pharmacy programs and providing justifications for budgetary, personnel, equipment, and space requirements. The incumbent will prepare other special data and reports as required.
10. Continuously strives to find ways to reduce cost of operations and to increase efficiently of operations.
11. Monitor and maintains appropriate data and prepare reports and correspondence in a complete, accurate, and timely manner.
b. Clinical Functions
1. Medication Management: including the ability to initiate, change, or discontinue OTC or prescription medication for the patients involved in pharmacist-run clinics per the pharmacist's specific scope of practice or for medications ordered outside of these specified areas, following discussion with the appropriate provider without co-signature.
2. Actively participating in the process of medication reconciliation.

1. Computer verifying (with provider order entry) prescriptions for patients in his/her assigned clinic area.
2. Coordinating medication orders with central pharmacy or CMOP when necessary.
3. For non-emergent medications, prescriptions will be entered for mail-out from CMOP (90-day supplies will be encouraged for maintenance medications).
4. The incumbent will perform other clinical pharmacist duties as required in periods of acute staffing shortages.
d. Educational
1. Identify continuing education and training needs based on performance of all subordinate staff.
2. Preceptor for pharmacy students and residents, develops training programs for the applicable pharmacy rotations. Monitors all resident/student development and reports progress to the program director.
3. Provide training and continuing education to subordinate employees in order to prepare them for new assignments, improve job performance, and/or maintain self-development.
4. Responsible for training and orientation of new pharmacists and technicians to the procedures and operations of all aspects of the ambulatory care.
Work Schedule: Monday to Friday, 8:00Am-4:30PM Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such licens e by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. ยง 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-13 Pharmacy Supervisor
(a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
(b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs:
a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.
Preferred Experience:
Current VA clinical pharmacy employee at a GS-13 rating with demonstrated supervisory or lead experience
Working knowledge of VA pharmacy operations, including VistA/CPRS other VA-specific clinical and inventory systems
Experience participating in or leading Joint Commission, Pharmacy Benefits Management (PBM), or other regulatory/accreditation readiness activities
Demonstrated experience in staff development, training, and competency validation
Experience serving as an Acting Supervisor or similar temporary leadership capacity within the pharmacy service
Strong interpersonal and communication skills demonstrated through interdisciplinary collaboration with medical staff, nursing, and other clinical services
