Summary

The Administrative Officer is part of the network office staff that reports to the VISN Chief Business Implementation Manager (BIM). The incumbent provides expert knowledge of Veterans Health Administration (VHA) policies under the Business Manager's direction and is responsible for planning, developing and executing actions to ensure business operations and systems that are patient-centric, standardized and coordinated across the Health Service Areas.

Help

The primary purpose of this position is to provide support to the direct office under the BIM by analyzing, evaluating, advice, and/or coordinating healthcare delivery systems and operations. The position provides a variety of managerial and administrative assistance in, but not limited to, the following areas:

Program Administration and Quality Assurance (50%):
-Act as a liaison or handles communication with people and/or groups within and outside of the BIM Division regarding quality metrics, clinical operational issues, access, and administrative functions (human resources, fiscal, logistics etc).
-Research and/or analyze unstable or complex program issues.
-Plan and/or accomplish special projects and programs such as equipment needs analysis and procurement.
-Administer programs concerning position management and man-power utilization.
-Assist in personnel administration, including knowledge of personnel operations such as position classification, performance standards, and competencies.
-Serve as a resource and consultant to the BIM team and managers on these topics.
-Provide full administration of reporting, evaluation, and follow-up associated with the organization's accreditation and other quality surveys, including but not limited to Joint Commission, Commission for the Accreditation of Rehab Facilities (CARF), and Long-Term Care Institute (LTCI) standards.

Budgeting Guidance and Administration (25%):
-Gather and analyze the BIM team's budget needs, consolidate the float pool, and supervises all phases of budgeting within administrative requirements.
-Track funds expended in all accounts and make interim adjustments where necessary by applying knowledge and understanding of budgetary policies, procedures and regulations.
-Formulate and execute the annual budget, including salaries, travel, supplies, equipment, and all other general operating expenses.
-Manage fund control points, procurement and contracts.
-Develop Statements of Work and Quality Surveillance Plans for contracts and serve as a contract COR.
-Develop monthly and quarterly ceilings while maintaining running control of funds to ensure that accounts are within authorized levels.

Direction/Long-Range Planning (25%):
-Develop both long and short-range policies and plans for BIM Division by coordinating with the BIM Director, leadership, and staffing, as well as the VISN Program Managers and ELT.
-Plan and support committees, as well as data collection and reporting, for Strategic Objectives and Performance Improvement programs.
-On major issues, define the goal to be met, envision alternative policies, recommend a course of action, and implement the alternative chosen.
-Independently develop and recommend the deployment and allocation of scarce resources, such as FTE, equipment funding, space allocation, and project and program funding.

Perform other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Preferred Experience:
-Experience independently managing or coordinating complex administrative programs and business operations within a healthcare system or similarly complex organization.
-Experience analyzing administrative or operational programs, identifying problems or inefficiencies, and developing recommendations to improve effectiveness, efficiency, productivity, or service delivery.
-Experience providing technical guidance, consultation, and recommendations to managers or senior leadership on administrative and operational matters.
-Experience with budget formulation, execution, and fiscal management, including monitoring expenditures, managing fund control points, forecasting resource needs, and making funding or resource recommendations.

You may qualify based on your experience and/or education as described below:

  • You must have one year of specialized experience equivalent to at least the next lower grade GS-09; examples of specialized experience would typically include, but are not limited to: administrative functions, human resources, management analysis, procurement, reports management, data processing, operational and budgetary concepts, principles and practices related to the management of a department; develop new or modified policies, work methods, organizational structures, business processes, and/or program administration procedures; recruit, train, new employee orientation, disciplinary actions; formulates, justifies, executes and provides financial management/reporting. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or have successfully completed a LL.M, if related.   • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education in excess of the first two years of progressively higher level education leading to such a degree.
