This position reports to the Deputy Chief Human Capital Officer, in the Office of Human Capital Management and Training. The Training Specialist has the principal responsibility for planning, coordinating, analyzing, designing, implementing, and evaluating the full spectrum of technical training programs for the National Transportation Safety Board.

Help

As a HR Specialist (HR Development),GS-0201-12/13, you will perform the following major duties:

  • Collaborate with subject matter exerts to develop training materials and determine the appropriate methods for delivering training that will improve the knowledge, skills, and abilities of the agency's workforce.
  • Serve as the agency's Learning Management Systems (LMS) Administrator and ensure course registration, course completion, assign user roles and permissions, troubleshoots system issues, and recommend action to improve the agency's LMS functionality.
  • Serve as Contracting Officer Representative for training-related procurements, develop contract requirements, and partners with agency's contracting team to procure organizational training from external vendors.
  • Establish strategic partnerships with management officials, conduct organizational assessments, determine skills gaps, and identify training needs of the agency's workforce.

Qualifications

To qualify for this position, you must meet one of the following Basic Requirements:

FOR GS-12: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Assist with planning, organizing, and delivering agency wide training programs.
  • Assist with workforce training gaps and conduct systematic training needs assessments to align employee growth with agency strategic goals.
  • Support in the administration of an agency or organizational Learning Management System.
  • Consult with management on funding and procurement of training materials, instructional design, and talent management.
FOR GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Lead organization-wide career development initiatives and leadership development programs.
  • Serve as technical authority/ consultant to top leadership and Chief Human Capital Officer on complex workforce development strategies and policy implementations.
  • Serve as administrator for agency's automated Learning Management System.
  • Perform procurement-related activities with training vendors to acquire training programs for the organization.

The National Transportation Safety Board (NTSB): Independently Advancing Transportation Safety

NTSB is an independent federal agency charged by Congress with investigating every civil aviation accident in the United States and significant events in the other modes of transportation-railroad, transit, highway, marine, pipeline and commercial space. We determine the probable causes of the accidents and events we investigate, and issue safety recommendations aimed at preventing future occurrences. In addition, we conduct transportation safety research studies and offer information and other assistance to family members and survivors for each accident or event we investigate. We also serve as the appellate authority for enforcement actions involving aviation and mariner certificates issued by the Federal Aviation Administration (FAA) and US Coast Guard, and we adjudicate appeals of civil penalty actions taken by the FAA.
