Summary

The primary purpose of this position is to provide Human Capital services for Law Enforcement/Federal Air Marshal (LE/FAMS) personnel to include recruitment and staffing, vacancy announcements, position modifications, unfunded requests and a full range of other Human Capital services. The incumbent serves as a team member in the Human Capital Section, applies guidance on administrative policy and programs and performs tasks and projects with minimal direction by the supervisor.

Duties

Help

This Program Analyst position is located in the Human Capital Branch, Workforce Services Division, Security & Operations Management, within Law Enforcement (LE), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

  • Serves as a liaison between LE/FAMS management officials, Administrative Officers and Human Capital (HC) in the areas of recruitment and staffing, vacancy announcements, position modifications, unfunded requests, employee performance management, health and retirement benefits, position classification (Core Compensation System), and personnel actions, including facilitating the resolution of Operations Management Division (OMD) human capital/human resources issues in these areas with LE/FAMS' divisions and multiple field locations.
  • Serves as a Project Lead and handles complex assignments with minimal supervision to include coordination of employee performance management tasks and special projects for professional development training, requests for personnel actions and other responsibilities as assigned.
  • Preparing a variety of formal and informal reports and implementable recommendations that address complex, multi-functional issues, analytical approaches used, and comprehensive findings that improve functions, operations, and performance. Resolves most problems and work issues without higher level assistance. Work is reviewed periodically, typically at major milestones and at completion, for policy completion and alignment with project and/or work activity requirements.
  • Analyzes and interprets workforce data to identify issues and advise upper management on a
    variety of employee engagement problems, programs, and initiatives. Analyzes and evaluates continuous and complex changes in programs plans and funding for employee engagement programs, identifies the effect of changes on program milestones.

Qualifications

In addition to the minimum qualifications described above, you must meet the following specialized experience to be considered qualified for the position:

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Advanced knowledge of the application of a wide range of qualitative and quantitative analytical and evaluation methods and techniques (e.g., focus groups, employee surveys, etc.) to identify issues and advise TSA management on a variety of employee engagement problems, programs, and initiatives.
  • Ability to plan, schedule, and conduct studies to evaluate the effectiveness and efficiency of employee engagement programs, gather employee feedback, identify trends, and recommend modifications to improve and support employee engagement programs.
  • Ability to lead and facilitate group discussions of varying nature to identify and implement recommendations that improve functions, operations, and performance.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • All-inclusive awareness of group dynamics, team building, problem solving, decision making, and conflict management strategies, practices, and theories.
  • Ability to plan, schedule, and conduct studies to evaluate the effectiveness and efficiency of employee engagement programs, gather employee feedback, identify trends, and recommend modifications to improve and support employee engagement programs.
  • Ability to lead and facilitate group discussions of varying nature to identify and implement recommendations that improve functions, operations, and performance.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
