About the Position: This position is with the United States Army Transportation Command, 596th U.S. Army Transportation Surface Brigade, 832nd U.S. Army Transportation Battalion, Cargo Operations Division, located at Southport, North Carolina.

The Incumbent will serve as a Marine Cargo Specialist, responsible for cargo stowage planning, overseeing/monitoring, stowing and loading. Planning and loading operations are complex, involving the transshipment of hazardous cargo.

Help
  • Review preliminary ammunition stowage plans to maintain cargo compatibility and port sequence.
  • Maintain cargo operation records to support accurate mission reporting.
  • Monitor stevedore contractor operations to ensure compliance with stowage plans and contract requirements.
  • Investigate contractor performance issues to resolve cargo-handling problems.
  • Adjust ammunition stowage plans to preserve vessel trim and stability.
  • Coordinate ammunition transfers to support vessel, rail, and truck movement.
  • Maintain the master planning worksheet to track ammunition inventory and terminal location.
  • Prepare operational reports to document contractor performance and ammunition cargo activity.
  • Inspect vessel cargo spaces to verify loading requirements before ammunition operations.
  • Inspect ammunition cargo operations to verify segregation, stowage, and discharge requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The business travel requirement is 25%.
  • If appointed as a COR, the employee is required to (at a minimum) complete the following on-line courses: CLM 003 - Overview of Acquisition Ethics and CLC106 - COR with a Mission Focus.
  • Employee must complete a minimum of 16 hours of COR-specific training required every 3 years, or before assuming COR responsibility if the individual has not performed COR responsibilities within the previous 24 months.
  • Incumbent must be able to obtain and maintain a valid state or government driver’s license.
  • Work conditions sometimes require the incumbent to work outside during all types of weather. Incumbent must be able to board break bulk ships, barges, and other type of vessels and be able to access all decks.
  • Incumbent will be required to climb ladders through narrow ship passages, stand and walk for prolonged periods on uneven and slippery surfaces with chains and dunnage in their path and work long hours and varying shifts
  • The position is covered by the 1998 Lautenberg Amendment to the Gun Control Act of 1968 (18U.S.C.922). Persons convicted of misdemeanor crime of domestic violence are not eligible for the position.
  • IAW AR190-13, the incumbent must meet requirements of the Personnel Reliability Program.
  • The incumbent will be required to submit Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes preparing preliminary cargo stowage plans, and/or loading, stowage, and discharge operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans. This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
