Duties

Help
  • Participates in the analysis and development of strategic plans, policy and guidance impacting the AMPO network.
  • Develops an effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures.
  • Exercises accountability and leadership oversight of audits and operational reviews performed by the Internal Control.
  • Exercises accountability and leadership oversight of Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to Military Pay and Disbursing operations.

Qualifications

Basic Requirement: Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements.

Specialized Experience: For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.

Specialized experience is defined as: Demonstrated experience Financial Management Standard Operating Procedures (SOPs) and policies governing complex Military Pay and Disbursing operations. This includes utilizing statistical and quantitative data to isolate systemic deficiencies, define complex operational problems, and formulate technical system change requests and reporting requirements to improve auditability and compliance.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position is subject to completion of a 1 year probationary period for assignment to a supervisory position.

USAFMCOM is a Major Subordinate Command to the U.S. Army Materiel Command (AMC) whose mission is to deliver logistics, sustainment and material readiness from the installation to the forward tactical edge to ensure globally dominant land force capabilities. USAFMCOM performs Army-wide and Army-unique actions such as financial management functions and financial support services. These include but are not limited to: financial systems support and sustainment; technical training; electronic commerce; classified finance and accounting; audit resolution strategies; standardization of financial business processes; functional sustainment to the General Funds Enterprise Business System (GFEBS) ERP, as well as liaison functions throughout the Army and Defense Finance and Accounting Service (DFAS).
