Help

Some of the major duties you will perform include but are not limited to the following:

  • Prepare analyses and provide advice to higher level management on budgetary matters.
  • Oversees areas of internal control and interprets and applies regulation and policy to asses compliance and need for corrective actions.
  • Consolidate and review budget requests to ensure they comply with policies, procedures, and fund source criteria.
  • Assist with the development, preparation, and revision of the unit budget and in the preparation of instructions to managers regarding funding estimates and budget planning for fiscal years.
Duties will be developmental in nature when filled below the full performance level.

Physical Demands: The work is mostly sedentary.

Work Environment: The work is performed in a typical office setting.

Area Information: Mount Rushmore National Memorial is located three miles west of Keystone, South Dakota, in the Black Hills of southwestern South Dakota. Housing for purchase or rent, schools, medical and dental facilities, churches of most faiths, and shopping are available in Rapid City, 25 miles northeast of Park Headquarters, and in nearby Hill City and Custer.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/15/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

Minimum Qualification Requirements: To qualify for this position at the GS-09 grade level, you must possess at least of the following minimum qualifications.

SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience for this position includes; assisting with the development, execution, preparation of budget, tracking expenditures by proper accounts and type, advise management team on budget policy and procedures. You must include hours per week worked.

EDUCATION: Successful completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts.

-OR-

Successful completion a combination of specialized experience as described above, and education as described above which total at 100%. For example, 6 months of specialized experience (50% specialized experience) and two and a half years (45 credits) of graduate education (50% of the education) would qualify an applicant for this position. Only graduate education in excess of the first 36 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. You must include transcripts.

Minimum Qualification Requirements: To qualify for this position at the GS-11 grade level, you must possess at least of the following minimum qualifications.

EXPERIENCE: At least one (1) full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience for this position includes: developing, planning, preparing, estimating, formulating, and revising annual budgets; monitoring status of funds or financial transactions for an organization; analyzing and reconciling budget and fiscal documents; assisting with or developing budget submissions; generating a variety of written documents and reports to communicate detailed information; and providing guidance on financial or budget regulatory or statutory requirements, policies, and procedures. You must include hours per week worked.

Education: Successful completion of Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts.

-OR-

Successful completion a combination of specialized experience as described above, and education as described above which total at 100%. For example, 6 months of specialized experience (50% specialized experience) and two and a half years (45 credits) of graduate education (50% of the education) would qualify an applicant for this position. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
