Help

  • Ensures safe, reliable operation of assigned dam and water infrastructure through daily monitoring, maintenance, and preventive actions.
  • Develops long- and short-term maintenance plans and coordinates work with Powerplant and Water Operations staff.
  • Serves as a Contracting Officer Representative, developing statements of work, ensuring alignment with project requirements, and resolving issues independently.
  • Reviews completed work, integrates inspections recommendations, and coordinates completion of recommendations. Tracks and reports recommendations to Region Dam safety.
  • Manages personnel, resources, and budgets to support effective maintenance of gates, valves, and related systems.

This is a supervisory position that may require completion of a supervisory probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/21/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

To qualify for this position at the GS-1640-11 grade level:

Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to managing a maintenance program. Examples of qualifying specialized experience for this position include: performing 3 of the 5 following duties: (1) ensuring effective maintenance and operational checks of gates, valves, or related water release operations; (2) determining short-term and long-term goals and strategies for a facility management work unit; (3) developing local technical, environmental or safety policies and procedures for assigned programs based in industry standards; (4) identifying development or training needs of employees; or (5) interviewing candidates for vacant positions. You must include hours per week worked.

Education: Successful completion of at least a Ph.D., or equivalent doctoral degree, or possess three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Major study - engineering, industrial arts, property management, or business administration. You must include transcripts.

Combination of education and experience as listed above. To combine education and experience, only graduate hours in excess of two years (36 hours), is creditable towards meeting this requirement. For example, six (6) months of specialized experience (50%) plus 45 graduate hours (50%) equals 100%. You must include hours per week and transcripts.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

This position serves as a Contracting Officer's Representative (COR) responsible for managing contracts, developing long- and short-term maintenance plans, and independently resolving complex operational issues with minimal guidance. Candidates who do not already possess COR certification will be required to work with the Facility Manager to obtain the certification.

Permanent Change of Station (PCS) expenses or first-post-of-duty relocation expenses are authorized, as applicable, with the exception of the Guaranteed Home Sale Provision. The Tax Cuts and Jobs Act (TCJA), signed into law December 2017, suspends the moving expense deduction and the exclusion from income of qualified employer reimbursements of moving expenses that was allowed under previous tax laws. Employer reimbursements for moving costs are now generally taxed at the same rate as ordinary income.

Telework: The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated based on your application materials (e.g. resume, supporting documents), the responses you provide on the application questionnaire, and the result of the additional assessment(s) required for this position. To be considered for this position, you must complete all required steps in the process.

Phase 1: Applicant resumes will be reviewed by Human Resources to ensure they meet the basic qualification requirements (see definition of specialized experience). If applicants meet basic qualifications, they will continue on to the second phase.

Phase 2: Candidates who pass the first phase will have their resumes forwarded to Subject Matter Expert(s) who will review and score them using a pre-determined scoring matrix based on the following competencies:
  • Project Management: Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.
  • Planning and Evaluating: Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities.
  • Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Technical Competence: Knowledge of how to perform one's job. Refers to specialized knowledge that is acquired through formal training or extensive on-the-job experience.
  • Managing Human Resources: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
Phase 3: Candidates will be given a final score. Those candidates who score as best qualified will be referred to the selecting official for consideration. The selecting official may or may not contact you for an interview.
