Duties include, but are not limited to:

  • Analyzes the existing workload capture systems (PTF, PCE, Event Capture, etc) to determine best source data for the MCA database.
  • Gathers, develops, provide information to / from the MCA system to ensure both accuracy of MCA data as well as operational efficiently in the clinical model.
  • Performs monthly maintenance duties and audits on MCA to ensure currency and accuracy of data.
  • Analyzes PAID FTEE by all Medical Center services in order to allocate support service costs to the appropriate sections. Continually monitors, identifies and resolves costing / FTEE issues with appropriate staff and works to implement processes at the service level that will prevent similar errors from occurring in the future.
  • Supports leadership in understanding the Veterans Equitable Resource Allocation (VERA) model, including the identification of factors which may currently impact facility reimbursement.
  • Establishes a facility-wide audit system that captures VERA data and provides the resulting information in a format that is useful to the facility management officials, especially clinical service chiefs, for evaluating resource utilization and VERA performance for the medical center.
  • Designs and developing of VERA reports and databases; translating statistics to reflect compensable data for management; and for providing an accessible link for awareness purposes to wide variety of staff.
  • Develops reports that are useful and meaningful to clinical staff in process improvement and resource management.
  • Coordinates with the Site Administration and works independently in development and distribution of monthly management reports to all levels of management.
  • Analyze inpatient and outpatient product lines utilizing DSS generated reports.
  • Experience working with Decision Support System (DSS).
  • Knows DSS is an executive information system that directly impacts patient management by providing senior management with data on the patterns of care, patient outcomes linked to resource consumption and costs associated with the health care process.
  • Prepare comprehensive reports which are submitted to executive management, clinicians and program managers for review.
  • Communicates / coordinates with appropriate medical center personnel in order to overcome mechanical or interpersonal problems.
  • Prepares and/or present briefing material, reports, and analyses for meetings between DSS staff and executive management, clinicians and program managers.
  • Develops and present recommended alternative action(s) for resolution.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: MCA duties include: Ensure that monthly identification. provision of costing of contracts, supplies, and equipment expenditures throughout the facility for optimal cost precision; Ensures cost and encounter data is correctly aligned; Analyzes the existing workload capture systems (PTF, PCE, Event Capture, MCAD, Power BI, etc) to determine best source data for the MCA database; Prepares and gives oral presentations on facility project objectives and status; Performs monthly maintenance duties and audits on MCA; Utilizes cost accounting principles, theories, and practices. VERA Duties: Monitors the current Veterans Equitable Resource Allocation (VERA) processes and new budget funding model programs; ensures the capture of cost, workload, and budget funding model (VERA) data; Evaluate resources utilization and budget performance for the medical center; Reviews activities in the medical record coding system; Skilled in applying analysis of various qualitative and/or quantitative methods; Ability to evaluate, analyze and interpret findings; Develop reports using a variety of methods such as VISTA and VSSC systems; Knowledge of various database software languages, data analysis, and statistical analysis techniques, operations research techniques; performing a wide range of analyses, reporting, project management, and training activities; Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the veterans health administration; Skilled in written and oral communication. Resource Utilization Duties: Reviews and analyzes computer-generated cost and budget reports on a monthly/ quarterly basis for accuracy; Verifies unit cost and other outcome variables; Analyzes the budget, manpower, space, and equipment resources projected to be available; Prepares monthly and quarterly cost summary reports; Performs cost feasibility studies and special projects; Validates externally prepared justifications; Trains facility staff in workload capture, cost accounting, and return on investment methodologies.   • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Ph.D. or equivalent doctoral degree or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.   • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate education or superior academic achievement.
