Help

Duties include, but are not limited to the following:

  • Leads in administering programs concerning such matters as equal opportunity, merit promotion, employee/labor-management relations, and position management.
  • Administers space and equipment programs.
  • Responsible for personnel administration that includes knowledge of personnel operations, position classification, grievance procedures, performance standards and disciplinary actions.
  • Develops the need for and maintains an awareness of available resources, and makes recommendations to the VA Police Chief, resources management board, and budgeting committee regarding needs, distribution, or redistribution of resources.
  • Gathers and analyzes budget needs of the VA Police service for the Medical Center and supervises all phases of budgeting within administrative requirements.
  • Responsible for formulation and execution of annual budget including supplies, equipment, and all other general operating expenses.
  • Manages procurement and contracting for VA Police Service.
  • Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors.
  • Prepares and reviews purchase order for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the office.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of administrative regulations and operating procedures plus skill in applying fact finding and work measurement techniques to evaluate clerical and administrative processes. Knowledge of all hospital administrative principles, theories and practices. Ability to communicate orally and in writing with a variety of individuals to obtain and provide information, to write standard operating procedures and other informational papers, to develop and provide training, and to articulate a wide range of issues to management and senior leadership. OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. (TRANSCRIPTS REQUIRED). OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . (TRANSCRIPTS REQUIRED).
Best Qualified Criteria:
  • Applicant possess extensive administrative experience directly related to Police Service operations, including personnel administrative, budget formulation and execution, fund control, procurement, contracting, equipment management, and analysis of complex administrative matters.
  • Applicant posses substantial administrative experience in several areas, such as human resources coordination, budgeting, procurement, records management, or equipment accountability, and can complete assignments with limited supervision.
  • Applicants meet the minimum qualification requirements and possess experience performing structured administrative duties, maintaining records, tracking personnel actions, processing purchases, monitoring expenditures, and preparing correspondence.
  • Applicants meet the minimum qualification requirements for the position and demonstrate the basic administrative competencies necessary to perform the duties with appropriate guidance and training.
Preferred Experience:
  • Providing administrative support to a police, public safety, or healthcare organization; monitoring budgets and expenditures; coordinating procurement, timekeeping, personnel actions, and equipment accountability; preparing correspondence, reports, and standard operating procedures; maintaining accurate records; and tracking compliance requirements and deadlines. Experience using Microsoft Excel to analyze data and prepare reports, coordinating with Human Resources and fiscal staff and contracting staff, and supporting senior leadership is also preferred.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
