About the Position: Serves as a Supervisory Human Resources (HR) Specialist over the CHRA, Health Services and DoWEA HR Directorate, West Staffing Service Center. Provides management advisory services regarding the staffing, recruitment, and HR SME advisory work for designated occupations.

Duties

Help
  • Lead a large team, including subordinate supervisors, to deliver recruitment and placement services for the Defense Health Agency.
  • Foster a positive work environment with teamwork as central core value.
  • Participate in designing and planning a future workforce through developing, training and growing talent.
  • Develop short- and long-range staffing plans to meet forecasted mission requirements.
  • Provide customers with advisory services for a highly complex, frequently changing organization with a wide variety of difficult position and personnel actions which are often hard to fill.
  • Develop strategic plans to address continuous improvement initiatives.
  • Direct and manage functional operating programs to provide and/or coordinate comprehensive civilian HR services.
  • Evaluate performance and develop appropriate remedial action for performance or conduct deficiencies.
  • Resolve complex or intricate HR issues and problems in an operational environment.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • One-year supervisory probationary period required if the selectee has not previously met this requirement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: leading and supervising a large team of HR professionals in operational HR; providing comprehensive management advisory services on recruitment and staffing concepts, laws, policies and practices in the Federal civilian service for assigned customer; developing strategic level recommendations/alternatives to present to senior leaders to resolve complex human resources management issues/problems in the Federal civilian service; and utilizing human resources data system(s) and applications to analyze personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
