The Chief Financial Officer serves as an executive leader at the Richard L Roudebush VA Medical Center (RLRVAMC), overseeing the establishment, administration, and leadership of an integrated financial services system that ensures the efficient and effective management of the Indianapolis VAMC. The incumbent has direct accountability to the Associate Medical Center Director. In this role, the Chief Financial Officer functions as the principal financial operating officer and advisor for this highly complex, tertiary care Level 1A VAMC.

The duties of this position include, but are not limited to:

  • Developing financial plans within target allowances and creating local budget instructions and policies.
  • Reviewing, negotiating, and consolidating budget requests making allocation recommendations to management and the Budget Committee.
  • Providing continuous analysis of changing workloads, technology, employment patterns, and allocation methodologies due to the complexity of the medical center.
  • Ensuring effective operational decisions and managing key resource programs as a member of the executive management team and Resource Management Board.
  • Offering financial and operational counsel during all planning stages, policy formulation, and decision-making.
  • Addressing problems and actions beyond financial issues and actively participating in long- and short-term planning, influencing program scope and policy decisions.
  • Maintaining knowledge of management, planning, budgeting, program evaluation, and healthcare administration.
  • Developing and maintaining a responsive reporting system for management at the VA Medical Center and VISN 10 including both general and financial management data, correlating non-fiscal and fiscal data to provide comprehensive analysis of program accomplishments.
  • Providing management and operating officials with necessary analyses, projections, and interpretations for maximum efficiency and effectiveness.
  • Managing a comprehensive accounting program, planning, analyzing, and evaluating performance, projecting demand, and recommending management changes.
  • Ensuring fiscal transactions meet General Accounting Office and Treasury Department standards and that records accurately reflect the medical center's financial operations.
  • Overseeing the design of a complete accounting system for a large program used within a network of operating sites.
  • Analyzing problems that are new or novel in nature reconciling diverse needs and viewpoints in arriving at a final system.
  • Administering an accounting system designed to track, reconcile, and report on agency administered programs and/or appropriations for which the agency has legislative oversight responsibility.
  • Validating a variety of accounting data is entered into schedules and accounts.
  • Reconciling accounts and prepares balance sheets and adjusts as required.
  • Serving as regional/national expert authority on reconciliation of integrated accounts for a variety of accounting systems.
  • Performing financial audits of accounts and financial records to certify or attest financial statements fairly represent the financial position as of a predetermined date.
  • Writing factual reports that identify noncompliance with regulations, inefficient operations, or improper practices.
  • Developing constructive recommendations for improvements within the audit segment.
  • Supervising a diverse team of 18 staff members, whose responsibilities encompass a wide array of work functions involving analytical and evaluative methods to assess program efficiency and effectiveness.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirements

Basic Requirements

  • Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."(TRANSCRIPTS REQUIRED)
OR
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (TRANSCRIPTS REQUIRED);
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (Proof of Certification Required); or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Individual Occupational/Basic Requirement you must also meet the Grade Level Requirements to include:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing advice and/or consultation to management officials regarding budget formulation and financial management duties to include managerial cost analysis, accounting, budgeting, financial reporting, business development, and revenue generation and strategic planning; driving strategic planning, resource allocation, and operational decision-making activities that support optimal management oversight of medical center operations; analyzing data from various sources to determine financial status and projections; preparing presentations, reports, and position papers to develop financial management concepts; mastery of a wide range of qualitative and quantitative methods for developing and managing healthcare delivery systems.
    • There is no educational substitution for Specialized Experience at this grade level.

Supervisory Situational Judgment Test. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work required does not inherently include any physical requirements essential for successful job performance that could not otherwise be performed with accommodation or workplace adjustment. A pre-placement physical examination is not required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
