You will serve as the Executive Director of NAVSUP HQ in Mechanicsburg, PA. Reporting to the Commander, this Career-Reserved SES leader directs daily global business operations for over 25,000 military and civilian personnel. The role drives supply chain management, acquisitions, operational logistics, and satisfying sailor needs to generate readiness and sustain global naval forces to prevent and decisively win wars.

Duties

Help
  • You will provide day-to-day leadership and long-term strategic planning for NAVSUP, as the Executive Director you will shape workforce, education, and training to analyze and optimize command-wide operations to meet evolving customer needs.
  • You will provide Program and Policy Oversight, system/cost-benefit analysis, and data integrity, and manage senior executive personnel and billets while developing advanced techniques and methods for all major acquisition programs.
  • You will provide Financial and Business Management for a $10B+ enterprise, chairing the Corporate Resources Board to prioritize spending, and manage all contracting for procurement integrity and establishes alternative sources when necessary.
  • You will serve as NAVSUP’s primary representative to SECNAV, CNO, and represent all civilian staff, interfacing with high-level leaders across the Department of the Navy, Department of War, government agencies, and Congress.
  • You will provide policy and managerial oversight to directors and supervisors on workforce strategy., and promote EEO programs to ensure fair, merit-based solutions that shape and optimize the extensive workforce.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • May be required to successfully complete a 1-year SES probationary period.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1. Knowledge and experience in managing a large and complex organization that delivers and oversees logistics, acquisition, and business processes and functions on a global scale.

TQ 2. Experience with supply chain management and life cycle logistics support for ships, aircraft, and associated systems.

TQ 3. Experience with human capital management and strategic planning.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Applicants should have at least 5 years of Life Cycle Logistics Advanced certification and a total of 10 years of Acquisition experience or be able to obtain it within 2 years.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

Veteran's preference does not apply to the Senior Executive Service.

This position is not covered by the Department of Defense Priority Placement Program.
