Major Duties at the GS-09 include:

  • Administers and coordinates the park's administrative and business programs, providing advice and assistance to the Superintendent and management team on administrative policies, procedures, and operations.
  • Develops, monitors, and executes budget and financial management activities, including budget estimates, expenditures, obligations, account structures, internal controls, and funding requirements.
  • Coordinates human resources, acquisition, property, travel, payroll/timekeeping, agreements, and other administrative services, working with centralized and regional servicing offices as necessary.
  • Analyzes administrative and business operations, identifies problems and opportunities for improvement, and develops recommendations to improve organizational effectiveness, efficiency, and compliance.
  • Provides administrative guidance and coordination for information management, technology, park housing, fee management, and other assigned administrative programs.

Major Duties at the GS-11 include:

  • Serves as the principal administrative advisor to the Superintendent and management team, providing authoritative advice and guidance on administrative policies, programs, operations, and organizational requirements.
  • Independently manages and analyzes budget and financial management activities, including budget formulation and execution, financial projections, expenditures, obligations, internal controls, and funding requirements.
  • Provides administrative leadership and coordination for human resources, workforce and position management, acquisition, property, agreements, travel, payroll/timekeeping, and other administrative services.
  • Conducts complex administrative analyses and evaluations, identifies organizational problems and opportunities for improvement, and develops and recommends solutions, policies, procedures, and management practices to improve effectiveness, efficiency, and compliance.
  • Provides management oversight and advisory support for information management, technology, housing, fee management, and other assigned administrative programs, coordinating with regional, national, and other servicing offices as necessary.

Duties will be developmental in nature when filled below the full performance level.

Under applicable law, the employment of an individual serving a probationary period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/21/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-09, you must meet one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: serving as an administrative point of contact for an organization or office with responsibility for coordinating administrative processes such as budget and finance, human resources, timekeeping, procurement, property, travel, and other business operations; monitoring budgets, obligations, expenditures, and funding limitations; coordinating the acquisition of supplies, equipment, and services; providing administrative advice and assistance to managers and employees; analyzing administrative problems and recommending solutions; and applying Federal laws, regulations, policies, and procedures to support and implement administrative programs. You must include hours per week worked.

EDUCATION: Successful completion of master's degree or equivalent or at least two full academic years of graduate education related to the occupation, or a master's or equivalent graduate degree or LL.B. or J.D. Directly related graduate study may include, but is not limited to business administration, accounting, governmental budgeting, and/or public administration. (two years of graduate education is defined as 36 semester hours). PLEASE NOTE: You must submit a copy of your transcripts with credit hours and grades listed if you are using education to qualify.

COMBINATION of education and experience: You must have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. You must include hours per week worked and transcripts.

To qualify for this position at the GS-11, you must meet one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: administering and coordinating comprehensive administrative programs; monitoring and executing budgets and financial programs; providing advice and assistance to management on administrative, financial, human resources, acquisition, property, and related business matters; analyzing administrative operations and developing recommendations for improvement; coordinating personnel and workforce management activities; managing or coordinating acquisition and property management activities; and applying Federal laws, regulations, policies, and procedures to resolve administrative problems and support organizational programs. You must include hours per week worked.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related. Directly related graduate study may include, but is not limited to business administration, accounting, governmental budgeting, and/or public administration. (Three years of graduate education is 54 semester hours or 81 quarter hours). PLEASE NOTE: You must submit a copy of your transcripts with credit hours and grades listed if you are using education to qualify.
