Summary

The primary purpose of the position is to serve as a Supervisor member of a team that is responsible for providing operational support to the Medical Facility MCA program and to the HSA 4.3 Managerial Cost Accounting (MCA) consolidated program.

This is a Temporary Promotion/Detail Not to Exceed One Year but may be extended up to a total of 5 years, it may be terminated at any time. It may be extended or converted to permanent without further competition.

Program Oversight and Management

The MCA supervisor works with National MCAO Program Office, the HSA 4.3, Legacy VISN 17 CFO, HSA 4.3, Legacy VISN 17 MCA coordinator, and the Health Care System Management staff in planning, organizing, directing, and controlling all operations of the MCA program and Site Team. MCA operations implement and maintain the HCS MCA Program activities that affect resource allocation as the data is used in the VERA model, VACO and HSA 4.3, Legacy VISN 17 studies and benchmarking, and VHA decisions based on productivity and clinical data from the national DSS database.

Data Collection and Analysis
Analyzes the existing automated and manual systems to determine the type of financial and clinical information available. Assesses the effectiveness of the data collection systems and develops audits of the resulting output for evaluation. Reviews and analyzes computer generated cost, budget, and clinical activity reports on a monthly/quarterly basis to verify the accuracy of the data, noting trends, analyzing variances, and identifying areas for concern/improvement.
Analyzes and evaluates the effectiveness of medical center clinical operations and programs in meeting established goals and objectives. Evaluates facility programs against short and long-range objectives. Provides updated, concise, and timely information for the changing regulations based upon new MCAO programs.

Data Research, Reporting, Auditing, and Tracking
Develops, provides research on National report/data systems such as VSSC, Roger Software Development (RSD), Pyramid Analytics, FMS, PAID, VISTA, CPRS and National DSS Database and suggests, creates, and processes reports for VISN 17 analysis and planning. Designs Excel reporting formats based on discussions with top management, clinical center directors, VISN 17management, service chiefs, supervisors, and staff. Prepares monthly and quarterly cost and workload summary reports, which are submitted to the HCS top management. Provides report analysis and recommendations. Provides benchmark/comparison reports with national, medical center group or VISN 17 data. Design's cost and clinical studies, which are reflective of the services, provided to improve patient care and resource utilization. Review's productivity of clinical programs and provides results and recommendations regarding the data output and organizational structure.

Supervisory Responsibilities
The incumbent supervises operations functions of more than 14 Program Analysts, GS-043-11 and two Program Analysts leads GS-043-12, while ensuring the MCA complies with and meets strategies, systems, goals, and objectives.

The incumbent articulates and communicates specified analytical and processing requirements for assignments, projects, anticipated challenges, actionable events, milestones, and potential issues under review in effectively managing impending deadlines and time frames for completion.

The incumbent uses a variety of coordinating, coaching, facilitating, consensus-building, and planning techniques aimed at ensuring the integrity of MCA financial and clinical data components and effective MCA teambuilding.

The incumbent fosters MCA team collaboration and strong interpersonal skills at all levels of the enterprise and performs the duties of the VISN 17 MCA Coordinator on an ADHOC basis as required in the absence of the Manager.


Work Schedule: Monday - Friday ; 8AM - 4:30PM (CST)
Telework: Ad-hoc only based on supervisory descretion.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Researching, investigating, and conducting comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations;
  • Possess high-level analytics experience, developing automation tools to enhance productivity processes, responsible to provide detailed executive reports and presentations to leadership, and advanced use of data systems (i.e. Pyramid Analytics, etc.);
  • planning, integrating, and scheduling training programs, sets priorities, and furnishes advice and assistance as required to resolve problems and ensure efficiency of training operations.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room, and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
