You will serve as a Contract Specialist and will be responsible for the development of acquisition strategy through contract execution, contract administration and contract closeout. The incumbent has responsibility to plan and recommend for execution contract actions and phases for assigned projects.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Serve as Contracting Officer/ Senior Contract Specialist for cradle-to-grave contracting and procurement activities, analyzing procurement actions and communicating to team members the assignment, project, problem to be solved, actionable events, milestone expectations, and/or program issues under review, and deadlines/timeframes for completion.

  • Serve as a coach and mentor, providing developmental guidance to HQ COCO staff as needed, engaging in activities that influence a mindset of continual learning and personal/professional development.

  • Build collaborative cross-boundary and cross-functional partnerships with a focus on fostering a culture of collaboration, knowledge sharing, and innovation.

  • Serve as a business advisor, consultant, and liaison on challenging, new developments in contracting/procurement initiatives.

  • Communicate and articulate timely and effectively, at the appropriate levels, issues, concerns, and potential impacts of high visibility actions requiring senior and executive leadership knowledge, engagement, and/or insight.

  • Possess active knowledge, understanding and proactive learning of the Revolutionary Federal Acquisition Regulation Overhaul (RFO) and associated supplemental regulation, policy, procedures and guidance.

  • Conduct compliance and evaluation of complex, unusual or unprecedented contract activities with awareness and consideration of potential political implications.

  • Perform proactive and collaborative procurement planning through program and stakeholder partnerships. Develop, execute, and oversee procurement objectives; coordinate contractual actions involving multiple complex, multi-million dollar contracts and relevant schedules.

  • Maintain the knowledge, skills, abilities and qualifications to obtain and retain Contracting Officer authority.

Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.


A. Federal Acquisition Certification in Contracting Professional (FAC-C Professional) or management determined equivalent within two years of entry into the position.

Qualifications

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Specialized Experience:

Specialized experience may include the following:

  • Cradle to Grave contracting. Managing all phases of the acquisition and procurement process for a wide variety of supplies and services, from acquisition planning through contract closeout.

  • Develop acquisition plans, procurement milestones, and budget estimates, collaborating with program offices and customers to ensure alignment with mission objectives and successful outcomes.

  • Implement approved contracting strategies by preparing solicitation documents, pricing arrangements, incentives, set-aside considerations, subcontracting requirements, source selection plans, and all required provisions, terms and conditions.

  • Lead or participate in source selection teams, publicize requirements, analyze offers, prepare negotiation positions, evaluate technical and price/cost proposals, negotiate fee or profit, resolve technical issues, and execute formal contracts.

  • Conduct comprehensive cost and pricing analyses, evaluate contractor proposals and financial capabilities, and participate as lead negotiator to ensure best value and fair, reasonable contract arrangements for the government.

  • Perform detailed contract administration, including monitoring contractor performance, reviewing payments and change orders, and providing recommendations to ensure compliance with established terms and conditions to ensure successful completion of all deliverables.

-At least 4-years experience in contracting or related positions.

-At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have documented knowledge, skills, and abilities to perform successfully the work of the position.

-The applicant's resume must clearly document and demonstrate contracting experience to include details regarding specialized experience listed earlier and related complexity level of contracting experience. If the applicant possesses a current FAC-C Professional certification or equivalent, this must be clearly referenced in the applicant's resume.

Applicants must have a valid and current FAC-C (Professional) certification. Applicants seeking to meet the training requirements for GS-13 and above in accordance with the OPM Contracting Series 1102, Hiring Qualifications are required to provide a FAC-C (Professional) or DoD Contracting Professional certifications.

DHS has adopted a single level of certification with foundational training and an examination, Federal Acquisition Certification in Contracting (FAC-C) Professional.   • Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR): A valid, current FAC-C (Professional) is considered to have met the FAC-COR requirements for all levels, however, an individual with FAC-COR certification does not meet the requirements for the FAC-C (Professional).
  • DOD Contracting Professional Certification: A valid, current DOD Contracting Professional Certification is equivalent to a FAC-C (Professional).
  • Current federal employees certified at Levels l, Il, or Ill of the legacy FAC-C programs will automatically be certified in the FAC-C (Professional).

Education

This position does have a positive education requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. See Required Documents section for detail. You MUST meet the following requirements.

-A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  1. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  2. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
