Summary

The selectee will lead a division within the Chief Production Office (CPO), Veterans Benefits Administration (VBA). As a Program Executive Officer, the incumbent serves as a supervisor, principal/senior technical expert, analyst, and advisor to the Chief Production Officer (SES) and Deputy Director, CPO on a wide range of atypical and rapidly changing issues related to the organization, as well as on managerial policies, theory, practices, and procedures.

Duties

Help

Specific duties include:

  • Provides technical and administrative supervision to administrative staff members supporting senior-level CPO management on highly visible, complex, and difficult organizational and operational support issues.
  • Serves as an advisor and consultant to CPO leaders on the analysis and resolution of operational and personnel issues ensuring compliance with statutes, regulations, and other guidelines in support of VBA's national goals and objectives.
  • Maintains day-to-day responsibility for budget formulation and management, travel administration, contract development and administration, congressional inquiries, controlled correspondence, and other administrative functions in CPO.
  • As a technical expert in administrative policy and procedures, provides expertise/guidance and makes determinations regarding the implementation of various policies, plans and programs to the Chief Production Officer and Deputy Director.
  • Reviews executive correspondence requiring VBA concurrence and approval; manages Congressional responses, hearing and testimony preparation, and Congressional and stakeholder briefings in support of the Chief Production Officer
  • Responsible for promoting improved utilization of management practices by suggesting changes in procedures and work methods and performing other special or unique studies or project activities, as required.
  • Conducts special analysis to determine requirement and availability of resources (funds, manpower, human resources, personnel administrative management, and effective workflow management, etc.) to carry out organizational mission.
  • Reviews/approves/disapproves actions involving personnel requirements and the allocation of resources among projects and/or organization alignment.
  • Applies organizational development principles and drives employee engagement by ensuring career development, training, and technical competence are maintained, promising talent is recruited, and selection/promotion decisions are effectively made.
  • Travel may be required for mission essential tasks

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/13/2026.

TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-15 position you must have served 52 weeks at the GS-14 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level:
  • Specialized Experience: Experience with both quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Must also demonstrate expert communication skills to present and articulate findings to management; and experience with orunderstanding of continuous process improvementstrategies within the VA. This experience may have been gained across all VA business lines.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort
