Help
  • Serve as a Logistics Planner for the Defense Logistics Agency Europe and Africa (DLA EuAfr) Regional Synchronization Operations Center (RSOC) with Liaison to US European Command (USEUCOM), US African Command (AFRICOM) Plans and Operations Group.
  • Coordinate/advise Combatant Command (CCMD) Service Component Planners on DLA's ability to enhance combat readiness through integrated application of DLA's existing CONUS and OCONUS logistics resources/capabilities.
  • Develop, evaluate and manage contingency and exercise plans for completeness and accuracy in conjunction with defense activity use.
  • Execute worldwide and regional exercises related to contingencies, mobilization, and emergency operations.
  • Analyze mission objectives to determine the type and extent of support required, coordinates with functional specialists to ensure adequate provisions for manpower, supplies, equipment and services.

Qualifications

To qualify for a Logistics Management Specialist, your resume and supporting documentation must support:

  1. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Conducting contingency plan studies to develop policies and implementation procedures.
  • Evaluating theater operations and determine tasks and missions through day to day analysis and periodic testing of exercises.
  • Resolving operation plan shortfalls and provide support for emergency, wartime, and exercise conditions.
  • Expert level skill in organizing and presenting briefings and presentations that encourage understanding and acceptance of findings, recommendations and program changes affecting the entire planning cycle.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as Emergency Essential. In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.

Physical Demands: Work will primarily be sedentary in nature, however, some physical labor may be required during deployments with regards to arranging living quarters and reconstitution of base labor camp sites. Incumbent should be able to perform light to moderate physical labor under these conditions.

Work Environment: Work will primarily be performed in an office setting/environment with some international travel involved. Incumbent should be able to obtain an official passport to perform these missions. Living conditions may possibly become sub-standard if required to deploy to an austere location for an extended period in support of DLA Contingency Support Team (DCST). This position is emergency-essential (E-E). In the event of a crisis the incumbent, or designated alternate, must continue to perform E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organizations to function effectively; therefore, the position is designated "key" which requires the incumbent, or designated alternate, to be screened from military recall status.

Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.

If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for early intervention services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is illegal.
