The primary purpose of this position is to serve as the primary Complaints Resolution Specialist with the Component Number Air Force, Sixteenth Air Force, Complaints Resolution Office (IGQ), with responsibility to receive complaints, determine best resolution pathways, and provide oversight of cases and subordinate Wing cases.

Supports the IG and Chief, Investigations and Complaints Division in the development, review, and full implementation of standard operating procedures, supplements to MAJCOM policies and procedures, etc., to achieve prompt and proper resolution of investigations and inquiries under the Inspector General Complaint System.
Responsible for overseeing the receipt and processing of IG complaints and FWA disclosures.
Conducts investigations of complaints and resulting investigations that cover a diverse range of complex subjects and allegations in such areas as operations, logistics, personnel, finance, civil engineering, training, and health care complaints, and range from simple inquiries to very complex issues that may result in further investigative matters that grow from the original complaint.
Manages the Freedom of Information Act/Privacy Act release of IG records.
Represents the Inspector General office and programs with a variety of C-NAF, subordinate, and functional area organizations.
All new DCIPS employees are required to complete a two-year DCIPS trial period.

Qualifications
This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed. Knowledge of Air Force, MAJCOM, and organization program goals and objectives; IG functions, operations, policies, procedures, and practices; the sequence and timing of key operational events and milestones; and the relationship of various organizational entities involved in overall program planning and execution of military operations and evaluations. Comprehensive knowledge of the laws, regulations, Executive Orders (E.O.s), court decisions, and issues related to the IG Inspection process, Self-Assessment process, complaints process, FWA disclosures, the FOIA, and PA and the skill to apply this knowledge to a variety of difficult and complex work assignments dealing with complex or sensitive investigations of complaints and inquiries and advising Center personnel accordingly. Knowledge of various military and civilian programs such as those concerning assignments, promotion, training, pay, equal opportunity/treatment, etc., and skill in applying analytical techniques to those issues and customs encountered in the AF military and civilian work force. Additional knowledge of investigations of various kinds of complex complaints, inquiries, requests for substantive information concerning AF programs and operations, and resolving or recommend appropriate disposition. OR
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level specified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed.
2. Knowledge of Air Force, MAJCOM, and organizational program goals and objectives; IG functions, operations, policies, procedures, and practices; the sequence and timing of key operational events and milestones; and the relationship of various organizational entities involved in overall program planning and execution of military operations and evaluations.
3. Skill in planning and conducting interviews, inspections, and investigations to resolve complex problems.
4. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend or implement solutions for improvement.
5. Ability to research, interpret, analyze, and apply regulations, policies, and directives pertaining to the Air Force complaints and investigation programs.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues.
CONDITIONS OF EMPLOYMENT CONT'D:
1. Position Sensitivity: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
